8.2 Composition of the Advisory Council on Youth for the period 2003-2005

Action

To designate thirty members of the Advisory Council on Youth for a period of three years (2003-2005).

1.         The Advisory Council on Youth is the non-governmental partner that, along with the European Steering Committee for Youth (CDEJ), make up the co-managed bodies of the youth sector, as established under Resolution (98) 6 of the Committee of Ministers.

2.         Under its revised terms of reference, adopted by the Ministers’ Deputies at their 816th meeting (13 November 2002, item 8.3, Abridged report of the 7th meeting of the Joint Council on Youth Questions), the Advisory Council may:

-           address to the Committee of Ministers and the CDEJ opinions and proposals on youth policy matters and on the objectives, priorities and budget allocations for the youth sector;

-           be invited by the Committee of Ministers to formulate opinions on general or specific questions concerning youth policy;

-           address to other bodies of the Council of Europe opinions and proposals on any questions concerning youth.

3.         The Advisory Council is composed of thirty members who are designated, under the revised terms of reference, for a period of three years. Twenty members, representing international non-governmental youth organisations (INGYOs) and national youth councils are designated by the Committee of Ministers on the proposal of the European Youth Forum. Ten members, who are representatives either of structures involved in various areas of youth work relevant to the Council of Europe youth policy, or of international non-governmental youth organisations or networks, not members of the European Youth Forum, are designated by the Committee of Ministers on the proposal of the Secretary General.


4.         At its last General Assembly (Valletta, 14-16 November 2002), the European Youth Forum nominated the following twenty representatives:

5.         Of the above twenty members, fourteen are male and six are female. In terms of geographical representation, the majority of the nominated members are from countries of northern Europe and of eastern Europe.

6.         With regard to the ten representatives to be designated by the Committee of Ministers, the Secretary General submits the following proposals:

8.         In a spirit of seeking to redress the gender imbalance of the twenty members nominated by the European Youth Forum, six of the above nominees are female; four are male. Account has been taken of the need to ensure representation from regions of Europe less well-represented by the nominees of the Youth Forum. Due attention has also been paid to the need to ensure as much as possible that the nominees represent organisations whose work has a direct bearing on the priority issues of the youth sector in the coming three years.
