7.2 Follow-up to the proposal for a “European Year of Citizenship through Education”

Action

To take a number of decisions with regard to the “European Year of Citizenship through Education”, as agreed at the GR-C meeting of 22 May 2003.

Following successive discussions, the GR-C submitted draft decisions to the Deputies at their 842nd meeting (5 June 2003), as a follow-up to the proposal for a “European Year of Citizenship through Education”.  At the moment of taking the decisions, two Delegations declared agreement ad referendum till Wednesday 10 June 2003, 10 am.  In the meantime, one of the delegations (Bulgaria) has sent to the Secretariat its amendments (in bold) to these draft decisions.  The Deputies are invited to consider them.

Financing assured: Partially, in the overall framework of the Secretary General’s proposals for the Programme of Activities for 2004.  As for 2005, this would be subject to the adoption of decisions relating to the priorities for that year.

Comments: Within the overall minimal budget of € 500,000, € 200,000 should come from member states’ voluntary contributions.  €300,000 will come from the regular budget for Education for Citizenship activities and from redeployment within the DGIV budget.

Follow-up to the proposal for a “European Year of Citizenship through Education”

Decisions[1]

The Deputies

1.         took note of the proposals approved in principle the ideas for the organisation of a “European Year of Citizenship through Education” as set out in GR-C(2003)6-rev, in the light of the discussions at the meeting of the GR-C held on 22 May 2003 (GR-C(2003)CB6);

2.         instructed the Secretariat to continue to develop ideas for the organisation of the “European Year of Citizenship through Education” taking due account of the comments already made in the GR-C and its further discussions;

3.         invited the Secretary General to examine how to include preparatory work for the “European Year of Citizenship through Education” in his proposals for the Programme of Activities 2004;

4.         agreed to resume consideration of the financial aspects of this question within the framework of their examination of the draft Programme of Activities and draft Budget for 2004, and noted that any decision to undertake preparatory work for the “European Year of Citizenship through Education” in 2004 would, in principle, commit budgetary expenditure in 2005 also;

5.         noted that the financial viability of the “European Year of Citizenship through Education” could be assured only by significant voluntary contributions from member states and by their willingness to provide staff resources through secondment,; in this context welcomed the declared intention of one delegation to contribute specific resources to the initiative and invited other delegations to indicate whether they would be able to make such a contribution;

6.         noted that the feasibility of the “European Year of Citizenship through Education” could be assured only if member states were in a position to organise and finance component activities at national level.

7.         agreed that the final decision on the organisation of the “Year” would only  will be taken once the availability of financial resources had been established.
