Action

To take note of the conclusions of the Seminar, to transmit them to the Steering Committee on Human Rights (CDDH) with a request to take account of them in their future work and to transmit them to the Parliamentary Assembly.



1.         Pursuant to one of the main priorities of the Norwegian Presidency of the Committee of Ministers, the Royal Norwegian Ministry of Foreign Affairs organised the seminar with the assistance of the Secretariat of the Council of Europe. The seminar brought together prominent international judges, including the President of the European Court of Human Rights,  government representatives including high-level experts directly involved at international and national levels in the implementation of the reform of the European Human Rights System, academic experts and representatives of civil society including non-governmental organisations, as well as representatives of the Council of Europe.

2.         The Conclusions of the Seminar, prepared under the authority of the Royal Norwegian Ministry of Foreign Affairs, were distributed to delegations on the occasion of the meeting of the Liaison Committee with the European Court of Human Rights (CL-CEDH) on 9 November 2004. They are contained in document CM(2004)209.

1.         took note of the conclusions of the High-Level Seminar on Reform of the European Human Rights System (18 October 2004, Oslo, Norway) as they appear in document CM(2004)209;

2.         decided to transmit the conclusions to the Steering Committee on Human Rights (CDDH) with a request to take them into account in its future work;

3.         decided to transmit the conclusions to the Parliamentary Assembly.
