Explanatory note
1. The draft Programme of Activities for 2006 describes the programmes and projects to be implemented within the framework of the Ordinary Budget resources. This addendum presents proposals for projects that extend the Programme of Activities, and require additional resources for their implementation.
2. This addendum is intended to serve as a reference document for donors wishing to support the work of the Council of Europe in specific sectors. Each project is identified by a project code (i.e. 2006/DG2/VC/224). The code indicates the project start year, the Directorate General (DG) in charge, an identifier for Voluntary Contribution (VC), and a digital serial number.
3. The projects are listed in table form, ordered by Lines of Action, with the project title, objective, the total cost of the project, the funding requested for full programme implementation, their nature, and the beneficiary countries of the project.
4. The programme is structured around eight Lines of Action, with subordinate programmes covering a specific area of intervention within a Line of Action, and projects detailing the practical steps by which the Organisation will seek to fulfil programme objectives and thus its wider mission.

The Programme has been planned through the application of the project management methodology (PMM), incorporating the principles of results-based budgeting, and the details of all projects are presented in a LogFrame (Logical Framework Matrix) format. The LogFrames [and standard forms for contracts and reporting] can be accessed online at: http://dsp.coe.int/PMM/.
7. The Project LogFrames explain the strategy behind each project by providing answers to the following questions:
Programme Objective Why the programme is carried out?
Project Objective What the project is expected to achieve and for whom?
Expected results By which practical steps is the project going to achieve its objective?
Performance indicators How the effects of the project will be measured?
Sources of Verification Where to find information required to assess the success of the project?
Assumptions Which external factors are crucial for its success?
Financial Resources How much the project will cost?
8. The criteria for the nature of the project is outlined below:
Project nature 1: extensions of existing projects already included in the Programme of Activities (Vote II of the Ordinary Budget).
Project nature 2: projects that complement existing projects and activities funded by the Ordinary Budget; they are the result of a needs assessment, are strongly supported by the beneficiary country (where appropriate), and have already obtained seed funding.
Project nature 3: projects, in line with the priorities of the Council of Europe, sometimes developed at the request of the beneficiary, requiring full external funding for their implementation.
9. This document also includes specific post Warsaw Summit Action Plan projects for which extra budgetary resources are required. These projects are identified as “Sum 3”.
10. The duration of each project proposed is indicated in months with actual start and end dates being subject to the availability of the necessary resources.
