Preparation of the Kyiv Initiative:
A new stage for democracy through culture
Consolidated presentation

Introduction
This document is a consolidated overview of the present stage of preparation of the Kyiv Initiative (KI). It incorporates and updates information that has been provided previously[2], including the Decisions by the Steering Committees (see Appendix 2).
The roadmap agreed by the five delegates at the Steering Committee for Culture CDCULT foresaw that the five countries of the Kyiv Initiative region (Armenia, Azerbaijan, Georgia, Moldova and Ukraine) provide by mid-May 2006 their comments on the general project strategy and on the projects to be implemented already in 2006. Two of these contributions have been received so far (see Appendices 4 and 5).
Meanwhile, the five delegates at the Steering Committee for Cultural Heritage CDPAT sent a summary of their consultations (see Appendix 3) which took into account the CDCULT delegates’ conclusions and proposals.
On this basis, five major areas for action can be identified, some of them to be implemented already in 2006, namely: comparative revision of the legal framework of cultural policies; joint development of cultural tourism; development of strategies for financing culture; reforms of heritage protection and utilisation; and visibility activities.
1. Project description : purpose and scope
1.1. The Kyiv Initiative (KI) in favour of democratic development through culture in Armenia, Azerbaijan, Georgia, Moldova and Ukraine is based on the experience of the project “Support for Transition in the Arts and Culture in Greater Europe” (STAGE) and the “Regional Programme for Cultural and Natural Heritage” for the South Caucasus region (Armenia, Azerbaijan, Georgia). It was launched in September 2005 during the 5th (enlarged) Ministerial Colloquy of the countries participating in the STAGE Project.
1.2. General objectives
The aim of the Kyiv Initiative is to promote the development of cultural policies and strategies for the reinforcement of democracy, intercultural dialogue and cultural diversity in the KI region.
Actions to be carried out within the framework of the KI will seek to:
a) promote the human dimension of society by means of maintaining the core values of culture, democratising present-day public life, and emphasising the role of culture in the development of society;
b) ensure a wide engagement in programme initiatives to promote intercultural learning and dialogue, tolerance and respect for other nations and to grant young people access to the common values of European society.
2. A project with a regional dimension
The Kyiv Initiative will take the form of a programme with common elements in the five countries concerned, supplemented by elements that take account of the diversity of those countries. Its main dimensions are:
a) the development of norms and standards in the field of cultural policies in the countries of the region
b) the strengthening of administrative, educational and professional capabilities at national and local level
c) the development and implementation of practical local, national and regional projects.
These projects will be identified by the partners and defined in detail in the course of a process of exploration and negotiation based on criteria set by the countries concerned and the Council of Europe. The projects will be managed with their own timetable, staff and budget, and within the framework of an intensive partnership.
3. The project partners
The KI involves a substantial number of partners that assume different roles according to the needs of each project – the roles of organiser, donor, adviser, coordinator and observer.
In each of the five countries of the region, the competent national, regional and local authorities propose themes and projects. The participation of civil society is strongly recommended.
The competent representatives of all, or several of, the five countries of the region agree on joint regional projects, such as cultural routes, exchange programmes for professional and educational staff, or inter-institutional cooperation.
The other interested countries (partner countries), such as Greece, the Russian Federation, Switzerland, Germany or Turkey, contribute to the KI by providing expertise and, if necessary, target-oriented financial assistance.
The other international organisations active in the region, such as the European Union, the World Bank, UNDP and the OSCE, are invited to associate themselves with this regional project and to certain specific projects in relation to their own priorities and programmes.
The Council of Europe, through its political (Committee of Ministers, steering committees, notably CDCULT and CDPAT) and administrative structures (General Directorate IV), coordinates the entire Initiative. It ensures the coherence with the priorities of its programme of activities and with the actions of the other international organisations, organises conferences (in cooperation with the host countries), manages the overall documentation and supervises the monitoring process.
4. Main objectives and their implementation
Cultural policies
Comparative revision of the legal framework:
- contract experts to undertake studies of legislation and formulate strategies for subsequent reforms
- expert study on the situation of the cinema industry and policies
- training of managers and entrepreneurs
Cultural tourism
Joint development of cultural tourism:
- development and implementation of cultural routes: Vine heritage route, exhibition on ‘Vine Heritage’
- expert assistance and in-service training
Financing of culture
Development of strategies for financing culture:
- conference ‘investments in culture’
- training of officials on fund-raising and budget management (proposal from Greece)
Heritage
Reforms of heritage protection and utilisation:
- comparative study aimed at harmonising national heritage legislations
- adhesion of KI countries to the HEREIN database network
- programmes of cultural development of cities
- expert assistance
- training
These proposals are subject to finalisation and amendments by countries concerned as well as by the GR-C.
5. Visibility activities
Different manifestations planned or due to be carried out in the Cultural Initiative countries as well as in the Council of Europe or other project partner countries, will be aimed at raising public awareness of the project priorities. Thus, festivals, fairs, markets, exhibitions, competitions and conferences will have to be considered as parts of the KI. Each participating country will regularly provide an extensive list of such activities (see Appendix 3.II).
6. Three main phases of the project implementation
6.1. April to October 2006: exploration, decision and official launching phase
Following consultations with the five countries of the region, CDPAT and CDCULT and based on the results of expert missions, the Council of Europe identifies the suitable projects of this programme at local, national and regional level. This phase leads to the consolidation of the various proposals of the countries in the form of a project database, which will be endorsed on the occasion of a meeting between the countries that is foreseen to take place – at the invitation of the Romanian authorities – in Romania in the autumn of 2006.
The project database will contain details on (a) the aims, (b) the management structure, (c) the pluri-annual budget indicating the financial needs, (d) the timetable of implementation and (e) the evaluation indicators for each proposed project.
Thanks to an invitation from the Georgian authorities, a presentation of the programme to potential donor countries (contributors, international financial institutions, and so on) will take place in Tbilisi (or Batumi) at the end of 2006 in order to create the necessary financial synergies.
6.2. October 2006 to mid-2009: project implementation phase
Since the Initiative is a joint programme with elements of a “variable geometry”, the dates for the launch and the end of selected projects may vary considerably; the timetable for a certain number of projects may even transcend this phase of the Initiative, while others could be implemented already as of 2006.
Annual conferences for project assessment will be held in 2007 and in 2008.
6.3. Second half of 2009: evaluation phase
In order to provide all the partners with an overview and to permit the exchange of experiences, the results of the project will be assessed every year and at the end of the project at meetings with representatives of the countries concerned.
The final phase of the programme will allow the partners to make an overall assessment of the Initiative, highlight the major experiences of projects, draw conclusions and discuss follow-up. It is proposed to organise a high-level evaluation conference in September/October 2009.
7. Activities proposed to start in 2006
Although the full implementation of the programme is due to start in 2007, a number of activities could be launched during the second half of 2006, in synergy with ongoing projects, following the priorities defined and agreed by the five countries of the KI and the project partners:
(A) Cultural and/or cultural heritage policies
Project aimed at analysing the national legislation(s) in the field(s) of culture and/or cultural heritage and the definition of general directions for the subsequent legal reforms and harmonisation of national legislations with European norms;
- Prepare the adhesion of all KI countries to the HEREIN Network,
- Update national reports on cultural heritage legislations prepared within the framework of HEREIN Network,
- Contract the national experts to undertake the studies of national legislations and to formulate the strategies for subsequent legal reforms and harmonisation of national legislations with the European norms.
(B) Cultural tourism / Cultural action
"Vine Heritage"
- Assistance for establishing a national and transfrontier cultural routes (draft project prepared by CoE Cultural Action Division);
- In order to promote the idea of vine routes, CDPAT Delegates propose to organise an exhibition (whether in the Council of Europe Headquarters in Strasburg, or in Romania during the launch of the Kyiv Initiative) entitled “Vine Heritage” with the participation of Georgia and Moldova a well as other KI countries with such interest. Countries will prepare the document on the concept of exhibition and will submit it to the Secretariat by August 2006 at latest. They will designate the person/institution responsible at national level for the coordination and implementation of the project and will examine the possibilities of (co)financing of exhibition by national institutions and/or private enterprises.
(C) Financing of culture
Project aimed at training of officials on fund-raising and budget management
- The project will be based on the framework of cooperation proposed by Greece (point 3.C “Proposals of Ukraine towards the Action Plan of the Kyiv Initiative”).
(D) Cultural heritage
Project aimed at harmonising the forms of architectural heritage inventories with the European standards
- The project will be based on the recommendations prepared during the European Colloquy “Architectural Heritage: Methods of Inventory and Documentation in Europe” organised jointly by the Council of Europe and French Ministry of National Education and of Culture in 1992.
8. Roadmap for immediate actions (as proposed by the GR-C meeting of 4 May 2006)[3]
Mid-May 2006 – mid-June 2006
Elaboration, consolidation and finalisation of written contributions, in order to submit joint material for a working meeting in one of the countries.

Working meeting in one host country, to discuss and finalise the Plan (chosen priorities, specific activities, activities in 2006) and to prepare the launching of the Initiative in Romania.

Field missions (exploration, negotiation, explanation) by the Secretariat, upon request of all, or some of, the KI countries.
9. Budgetary considerations
The financing of the Initiative reflects a willingness to enter into an intensive partnership with a number of partners, and will be decided upon according to the specific nature of each project, which will thus possess a budget and financial sources of its own. The use of budget resources will be the object of an agreement between the countries.
The financial contribution of the Council of Europe will cover the exploration, decision and official launching phase as well as coordination during the implementation of the programme (staff, travel costs, website and other publications, contribution to the annual conferences).
Appendix 1
Excerpt from the Synopsis of the GR-C meeting of 4 May 2006[4]
14. The Chair referred to the notes which were distributed under references DD(2006)222 and DD(2006)267. The latter document, resulting from a meeting of five high-ranking representatives of the states of the Initiative in the margins of the CDCULT meeting (26-28 April 2006), was distributed to delegations at the start of the meeting. The representatives had worked out a preliminary road-map for the implementation of the Initiative. The next step was for these member states to make, in the framework of this roadmap, concrete proposals by 15 May 2006. The Director General of DG IV recalled that on the occasion of the CDPAT, meeting the following week, consultations on the preliminary roadmap would continue.
15. Delegations representing these states voiced their satisfaction with the progress being made, stating that they would respect the deadline and that they wish to see the work to be continued according to the common priorities of the five countries. A delegation representing one of the long-standing donor countries regretted that her state was not involved in the discussions. The Director General explained that the Initiative and the roadmap had been considered by the CDCULT, and will be by the CDPAT, thus all views – including those of donors, observers and other interested countries – will be taken into account.
16. The Chair proposed, following a request by several delegations, that the working document presented by the Ukrainian Delegation at the above mentioned CDCULT meeting, be distributed to all delegations. Concluding the discussion, he indicated that this item would be on the GR-C agenda of 15 June 2006, in the light of the results of the consultations to be held during the CDPAT meeting and comments made by the interested delegations on the roadmap.

a) Excerpt from the provisional list of decisions of the Steering Committee for Culture (CDCULT), 5th plenary session, 26-28 April 2006:[5]
7.3 Cultural policy contribution to the Initiative
The Committee:
– welcomed the development of the initiative as an integrated project including elements pertaining to cultural policies, cultural heritage and possibly other sectors;
– expressed its will, in line with the Committee’s priorities for 2007, to continue to contribute to the initiative;
– thanked Greece for having allocated a voluntary contribution to the initiative and asked all member states to follow the example;
– acknowledged the importance of concluding appropriate co-operation arrangements, including with the EU and international financial organisations.
b) Excerpt from the List of decisions/Abridged report of the Steering Committee for Cultural Heritage (CDPAT), 5th plenary session, 10-12 May 2006:
17. Finally, the CDPAT noted with satisfaction the progress made in preparation of the Initiative and generally supported this project. It also considered that the activities in the field of cultural and natural heritage which would be proposed as part of this project would have every interest to be implemented according the principles of the Technical Cooperation Programme as already developed by the CDPAT. The CDPAT considered that the Initiative should be jointly managed together with the CDCULT and wished to play an active role in the follow-up of this project.

Appendix 3
Summary of consultations of the delegates of the five KI countries at CDPAT
The present document summarises the results of consultations held on 10-12 May 2006 during the 5th plenary session of the Cultural Heritage Steering Committee between the Delegates from Armenia, Azerbaijan, Georgia, Moldova, Ukraine and the Secretariat on the new regional and transversal project of cultural cooperation the Kyiv Initiative.
Appendix 3.I presents the projects proposed for a launch in 2006. Appendix 3.II is a list of visibility activities in 2006.
Consultations on the Kyiv Initiative
Strasbourg, 10-12 May 2006
During the 5th plenary session of CDPAT (Strasbourg, 10-12 May 2006), the Delegates of Armenia (Mr Ara Margarian), Azerbaijan (Mr Yashar Hyseynli), Georgia (Mr Irakli Metreveli), Moldova (Ms Silvia Cebotari), Ukraine (Mr Olexander Maznychenko) and the Secretariat (Mr Domenico Ronconi) have conducted a series of consultations on the state of advancement of the works within the framework of the Kyiv Initiative and have formulated the observations and proposals herein presented:
The Delegates,
1. Referring to the Declaration of Ministers “Kyiv Initiative for the Democratic Development through Culture of Armenia, Azerbaijan, Georgia, Moldova and Ukraine” (Kyiv, 16 September 2005), Summary Report on the 1st Consultative Meeting (Strasbourg, 30-31 January 2006) and Draft Road Map, documents GR-C(2006)11, DD(2006)222 and CN0/37/2006,

Appendix 4
Proposals from Azerbaijan
Preliminary proposals of the Ministry of Culture and Tourism of the Republic of Azerbaijan on the draft Strategy of the Kyiv Initiative Project 2006-2009
1. The general impression of the presented draft Strategy is very positive and it could be reviewed as a basic paper for further development.
2. We consider it is useful to agree about a limited number of visibility actions, proposed by participating country on the equal basis (for example 4 for each country). Our proposals are as following:
- International Jazz Festival (Baku, April-May)
- International Audiovisual Festival (Baku, November)
- International Film Festival “East-West” (Baku, October-November)
- Azerbaijan International Travel Fair (Baku, April)
3. We suggest starting work around those priorities and activities that has been already discussed and agreed upon at January meeting:
a. Cultural policy: comparative revision of legal framework in the field of culture, identification of needs for special consultancy of CE (national legislation, cultural rights of different groups of population, legislative basis and practices on the copyright protection), decentralization of the processes of culture administration and establishing of a cultural development agencies network, democratization and involvement of local communities, NGOs and business sector into the programs and projects elaboration, demonopolisation of the cultural objects and artistic events, training of artistic managers and entrepreneurs, integration of the KI into the joint projects of UNESCO, EU etc. Expert study on the situation of the cinema industry and policies in KI countries and highlighting positive current trends, revitalizing and modernization of film production industry, reconstruction of cinema distribution system, restoration, conservation and digitalization of film funds
b. Development of strategies for financing culture: rational and flexible use of the state budget, broadening of the system of state grants and orders, attracting sponsors and alternative sources of financing, increasing of a role of paid cultural services in financing of cultural institutions.
c. Reforms of heritage protection: comparative study of national heritage legislations, inventories of cultural heritage, trainings on restoration/conservation of monuments, cooperation on cultural heritage inventory and digitalization, training of personal on restoration, preservation and management of culture, active cooperation on international normative documents on the protection of cultural heritage in the zones of armed conflicts.
d. Joint development of cultural tourism: cooperation in the field of training of qualified personal on cultural tourism services, elaboration of special projects for cities’ development (identical to the EU’s project on European City), active cooperation in the field of tourist routes safety, cooperation on the improvement of tourist infrastructure, development of a unit electronic map of KI cultural heritage and cultural routes (the first project possibly can be “wine route”)
4. At the same time the project “Alexander Dumas on the Caucasus”, being implemented by the Republic of Azerbaijan, Georgia and Russia and the “GUAM Observatory” project, launched by Georgia, Ukraine, Azerbaijan, Moldova might be considered as already a part of the KI programme realising by group of the countries.
5. Launching of the KI in Romania in autumn:
- Participation of all ministers of culture of the KI countries as well as relevant divisions and committees of the CoE
- Adoption of the Strategy and Action Plan for KI for 2006-2009
Donors’ conference in Georgia:
Presentation of Strategy and Action Plan for KI for 2006-2009
Special point:
All direct contacts and cooperation with the Republic of Armenia are impossible till full liberation of occupied territories of the Republic of Azerbaijan and establishment of a fair peace.

This conference can be accompanied by artistic exhibitions, film festival and folk concerts.

5. a) The Centre for applied Cultural Management (Odessa) will organise summer school on cultural management from 25 July to 7 August 2006 in Odessa with support of Swiss Cultural Programme;
b) Ukraine will be ready to host conference on Investment in culture organised by the Council of Europe in the framework of the KI project.
6. a) Romania conference:
- participation of all Ministers and DSG of the CoE;
- adoption of the Strategy and Action Plan for KI for 2006-2009;
- organisation of joint concert with the participation of artists from all 5 countries and joint art exhibition.
b) Donors conference in Georgia:
- presentation of Strategy and Action Plan for KI for 2006-2009;
I think it would be very useful to call for the assistance for the elaboration of the content of two events external expert, for example, Dorina Bodea who has done in the framework of the STAGE project.
