1. The reform of Human Resources Policy at the Council of Europe – progress report
The Directorate General of Administration and Logistics has issued a fifth progress report on the reform of Human Resources Policy at the Council of Europe covering 2006. The report provides an overview of policy development and implementation during the year and the main areas to be addressed in 2007. Following a presentation by the Director of Human Resources, the group is invited to hold an exchange of views in the light of this report.
2. Staff Regulations – Draft amendments to Appendix I – Regulations on Staff Participation – Proposals of the Staff Committee to provide for improved participation of retired staff
2.1. In accordance with the Staff Regulations (Appendix I – Staff Regulations on Staff Participation, Article 6), the Staff Committee has submitted, in document CM(2007)16, a proposal for amendment to the Staff Regulations (Appendix I – Staff Regulations on Staff Participation, Articles 2 and 3) to provide for improved participation of retired staff in the general meeting of staff and in the Staff Committee (by the creation of a new college of retired voters to elect retired staff as members of the Staff Committee; representatives elected by the second college would not exceed 10% of the total number of members of the Staff Committee). Further detailed information is given in document CM(2007)16 and the proposed amendments are set out in the Appendix to that document.
2.2. The Secretary General has been consulted on the proposals and has no particular comments.
2.3. The GR-AB is invited to examine this item with a view to recommending the following draft decisions to the Deputies:
The Deputies
1. adopted Resolution Res(2007).. amending Articles 2 and 3 of the Regulations on Staff Participation (Appendix I to the Staff Regulations), as it appears at Appendix .. to the present volume of Decisions; <Appendix to CM(2007)16>
2. decided that Resolution Res(2007).. would enter into force on the day on which it was adopted and invited the Secretary General to inform Council of Europe staff of the relevant amendments to the Staff Regulations.
3. Report by the Chair of the GT-SA
- Education and Language Allowances - Draft Resolution revising Articles 7 and 9 of the Regulations governing staff salaries and allowances (Appendix IV to the Staff Regulations) on the education and language allowances

The Chair of the GT-SA will report to the GR-AB on the outcome of the examination of the above three items by his working party on 1 March 2007, with a view to submitting them, if appropriate, to the Deputies for approval.
