1.         concerning Recommendation 1806 (2007) – “Activities of the International Organisation for Migration (IOM)”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the European Committee on Migration (CDMG) for information and possible comments by 31 December 2007;

c.         agreed to communicate it to the International Organisation for Migration (IOM), to the Council of Europe Development Bank (CEB), to the European Centre for Global Interdependence and Solidarity (North-South Centre) and to the Steering Committee for Human Rights (CDDH) for information;

d.         in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

2.         concerning Recommendation 1807 (2007) – “Regularisation programmes for irregular migrants”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the European Committee on Migration (CDMG) for information and possible comments by 31 December 2007;

c.         in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

3.         concerning Recommendation 1808 (2007) – “Assessment of transit and processing centres as a response to mixed flows of migrants and asylum seekers”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the Steering Committee on Human Rights (CDDH), to the European Committee on Legal Co-operation (CDCJ) and to the European Committee on Migration (CDMG) for information and possible comments by 31 December 2007;

c.          in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

4.         concerning Recommendation 1809 (2007) – “Member states’ duty to co-operate with the European Court of Human Rights”

            a.         decided to bring it to the attention of their governments;

b.         adopted the following interim reply to the recommendation:

“The Committee of Ministers congratulates the Parliamentary Assembly on the work accomplished in the preparation and adoption of Resolution 1571 (2007) and Recommendation 1809 (2007) on member states' duty to co-operate with the European Court of Human Rights. The Committee shares the view that the issues raised in these texts are of great importance for the effectiveness of the European system of human rights protection and accordingly intends to take without delay steps to examine the advisability of the action recommended by the Assembly”;

c.         agreed to instruct the Steering Committee for Human Rights to examine the advisability of drawing up a recommendation to member states along the lines proposed by the Assembly;

5.         concerning Recommendation 1810 (2007) – “Honouring of obligations and commitments by Moldova”

a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the Steering Committee for Equality between Women and Men (CDEG) and the Council of Europe Development Bank (CEB) for information;

c.         invited their Rapporteur Group on Democracy (GR-DEM) to prepare a draft reply for adoption at one of their forthcoming meetings;

6.         concerning Recommendation 1811 (2007) – “Regionalisation in Europe”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the Steering Committee on Local and Regional Democracy (CDLR) for information and possible comments by 31 December 2007;     

c.         in the light of possible comments, invited their Thematic Co-ordinator on Local and Regional
Co-operation (TC-LARC) to prepare a draft reply for adoption at one of their forthcoming meetings;

7.         concerning Recommendation 1812 (2007) – “Political dimension of the Council of Europe budget”

           

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the organs of the Council of Europe Development Bank (CEB) for information and possible comments by 31 December 2007;

c.          in the light of possible comments, invited their Rapporteur Group on Administrative and Budgetary Questions (GR-AB) and their Rapporteur Group on Legal Co-operation (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

8.         concerning Recommendation 1813 (2007) – “For a European convention on promoting public health policy in drug control”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the Co-operation Group to combat drug abuse and illicit trafficking in drugs (Pompidou Group) and to the European Health Committee (CDSP) for information and possible comments by 31 December 2007;

c.         in the light of possible comments, invited theirRapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

9.         concerning Recommendation 1814 (2007) – “Towards decriminalisation of defamation”

            a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the European Committee on Crime Problems (CDPC), to the Steering Committee on the Media and New Communication Services (CDMC), to the Steering Committee on Human Rights (CDDH) and to the Council of Europe Commissioner for Human Rights for information and possible comments by 31 December 2007;

c.          in the light of possible comments, invited their Rapporteur Group on Legal Co-operation
(GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

10.       concerning Recommendation 1815 (2007) – “Prostitution – which stance to take?”

a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the European Committee on Crime Problems (CDPC) and to the European Committee on Legal Co-operation (CDCJ) for information and possible comments by 31 December 2007;

c.         agreed to communicate it to Steering Committee for Equality between Women and Men (CDEG) for information;

d.         in the light of possible comments, invited their Rapporteur Group on Legal Co-operation
(GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

11.       concerning Recommendation 1816 (2007) – “Council of Europe Commissioner for Human Rights – stock-taking and perspectives”

a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to Council of Europe Commissioner for Human Rights and to the Steering Committee on Human Rights (CDDH) for information and possible comments by 31 December 2007;

c.         in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H), in consultation with their Rapporteur Group on Administrative and Budgetary Questions (GR-AB), to prepare a draft reply for adoption at one of their forthcoming meetings;

12.       concerning Recommendation 1817 (2007) – “'Parliaments united in combating domestic violence against women': mid-term assessment of the Campaign

a.         decided to bring it to the attention of their governments;

b.         agreed to communicate it to the Task Force to combat violence against women, including domestic violence (EG-TFV), to the Steering Committee for Equality between Women and Men (CDEG), to the European Steering Committee for Youth (CDEJ), to the European Committee on Legal Co-operation (CDCJ) and to the European Committee on Crime Problems (CDPC) for information and possible comments by 31 December 2007;

c.         in the light of possible comments, invited their Thematic Co-ordinator on Equality between Women and Men (TC-EG) to prepare a draft reply for adoption at one of their forthcoming meetings;

14.       adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2007 Session (Strasbourg, 1-5 October 2007):

            “The Committee of Ministers took note of Recommendations 1806 to 1817 (2007) and Resolutions 1568 to 1582 (2007) adopted by the Parliamentary Assembly at its 4th part of the 2007 Session (1-5 October 2007).

            The Committee of Ministers brought Recommendations 1806 to 1817 (2007) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups/Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date.”
