1. Document CM(2000)106 lists the items discussed and decisions taken at the CDMM's 53rd meeting (14 June 2000). Matters to which it decided to draw the Committee of Ministers' attention are highlighted in bold. The draft decisions below relate only to matters on which decisions by the Deputies are considered necessary by the Secretariat. 2. The CDMM devoted much of this meeting to finalising the draft Declaration aimed at fixing priorities for the future intergovernmental activities of the Council of Europe in the field of media law and policy, which was submitted for adoption at the 6th European Ministerial Conference on Mass Media Policy (Cracow, 15-16 June 2000). 3. In accordance with the ad hoc terms of reference given it by the Ministers' Deputies at their 676th meeting (1, 2 and 7 July 1999) and subsequently extended to 30 June 2000 at their 694th meeting (19 January 2000), the CDMM re-examined the draft European Convention for the Protection of the Audiovisual Heritage and its explanatory report. It agreed to propose a number of amendments on these texts to the Culture Committee (CC-CULT), with a view to the latter's finalising these at its meeting on 19-21 September 2000. 4. The CDMM also re-examined and finalised the draft European Convention on the legal protection of services based on, or consisting of, conditional access, which the Deputies had decided to refer back to it, at their 700th meeting (1 March 2000), with amendments submitted by one delegation. It decided to ask the Committee of Ministers to adopt the Convention and open it for signature, and to authorise publication of the explanatory report.

2. decided to open the Convention for signature [on 24 January 2001];
3. authorised publication of the explanatory report on the Convention, as contained in Appendix IV to document CM(2000)106.
