of democratic stability
The Rapporteur Group for Democratic Stability (GR-EDS) meeting on 19 February 1999, dealt with the following items:
1. Georgia
2. Croatia
3. Federal Republic of Yugoslavia
4. Bosnia and Herzegovina
5. Albania
6. Azerbaijan
7. Other business.
The synopsis of the meeting is issued separately (GR-EDS(99)13).

Decisions
The Deputies
1. authorised the Secretariat to start the implementation of the proposals for cooperation in the Republic of Montenegro, as contained in document GR-EDS(99)7 revised, in particular the expert assessment of Montenegro’s laws and regulations (present or planned), of interest for the Council of Europe (particularly with regard to the situation of local authorities), while instructing it to keep them regularly informed of requests for expert assessments and their follow-up, as well as the setting up of "information desks" on the Council of Europe;
2. authorised the Secretariat to conclude with the Albanian authorities a Memorandum of Understanding concerning the Office of the Secretariat in Tirana, in accordance with the draft contained in document CM/Inf(99)8 revised.
