Item on which the Committee of Ministers is requested to make a decision:
- Opinion on Recommendations 1467 (2000) and 1470 (2000) of the Parliamentary Assembly
1. The Bureau of the European Committee on Migration (CDMG-BU) held its 48th meeting on 6 and 7 November 2000, with Ms Nadia MAROT in the Chair. The report of the meeting, document CDMG (2000) 34, can be obtained in DGIII.
2. The Bureau took note of the two Ad hoc terms of reference from the Committee of Ministers on Parliamentary Assembly Recommendations 1467 (2000) and 1470 (2000).
CDMG members had been invited to give their opinion in writing. On the basis of opinions from four delegations, reproduced in document CDMG (2000) 30[1], the Bureau drew up draft opinions on the two Recommendations, particularly on paragraphs 11 (i) and (iii) of Parliamentary Assembly Recommendation 1467 (2000) on clandestine immigration and the fight against traffickers and on paragraph 7 (i) of Parliamentary Assembly Recommendation 1470 (2000) on the situation of gays and lesbians and their partners in respect of asylum and immigration in the member states of the Council of Europe.
The draft opinions were sent to CDMG members, for approval by written procedure.
3. Following the approval by the CDMG (written procedure), the two draft opinions, reproduced in the Appendix to this abridged report, are submitted to the Committee of Ministers. APPENDIX
Draft Opinion on Parliamentary Assembly Recommendation 1467 (2000) – Clandestine immigration and the fight against traffickers
The CDMG agrees with the Parliamentary Assembly to condemn human trafficking and to stress the need to combat root causes of illegal migration. It agrees to pursue effective co-operation between the member states with a view to reducing illegal immigration and combating human trafficking, and, as mentioned in its opinion on Recommendation 1449, is currently preparing a report on the prevention of irregular migration.
The CDMG suggests that in the elaboration and implementation of a pan-European strategy in the fight against clandestine immigration and trafficking in human beings, the report “Towards a managing migration strategy” recently adopted by the CDMG be taken into account. The strategy proposes a comprehensive approach to managing migration.
Draft Opinion on Parliamentary Assembly Recommendation 1470 (2000) Situation of gays and lesbians and their partners in respect of asylum and immigration in the member states of the Council of Europe
The CDMG agrees to hold exchanges of views and experience on these subjects and proposes to include an item to this effect in its agenda for the next meeting.
It will also ask the Committee of Experts on the legal status and other rights of migrants to examine the right to family reunion for same-sex partnerships.
