Action
The Deputies are invited to appoint Mr J. Østern, put forward by Norway, alternate member of the Budget Committee in place of Ms R. Fredheim.

It is recalled that, in accordance with the procedure for the appointment of the members of the Budget Committee (Article 29 of the Financial Regulations), “if a member does not complete his full term of office of three years, the proposal for a replacement for the remainder of the period should be submitted without delay to the Committee of Ministers by the same State which proposed the member whose term of office has been interrupted”.

 

By letter, dated 28 September 2000, the Permanent Representative of Norway to the Council of Europe informed the Secretary to the Committee of Ministers that Ms R. Fredheim, the alternate member of the Budget Committee in respect of Norway, will no longer be able to continue her functions in this capacity and consequently the Norwegian authorities wish to alter their representative on the Budget Committee of the Council of Europe.

 

To this end, the Norwegian authorities submitted the candidature of Mr J. Østern as alternate member of the Committee.  His Curriculum Vitae is reproduced at Appendix 1 to document CM(2000)139.

Decision

 

The Deputies appointed Mr Jan Østern alternate member of the Budget Committee for a term expiring on 31 December 2001.
