concerning Recommendation 1419 (1999) on the honouring of obligations and commitments by Slovakia
1. decided to bring it to the attention of their governments;
2. invited their Rapporteur Group on democratic stability (GR-EDS) to consider this Recommendation and to prepare a draft reply with a view to its adoption at one of their forthcoming meetings;
concerning Recommendation 1420 (1999) on Unesco
3. decided to bring it to the attention of their governments;
4. adopted Decision No. CM/727/061099 issuing ad hoc terms of reference to the Council for Cultural Co-operation (CDCC) and to the Steering committee on the Mass Media (CDMM) as it appears at Appendix 6 to the present volume of Decisions;
5. agreed to resume consideration of this Recommendation at one of their forthcoming meetings, in the light of the above-mentioned committees opinions;
concerning Recommendation 1421 (1999) on the situation in East Timor
6. decided to bring it to the attention of their governments;
7. agreed to resume consideration of this Recommendation at their 684th (13[-14] October 1999) meeting;
concerning Recommendation 1425 (1999) on biotechnology and intellectual property
8. decided to bring it to the attention of their governments;
9. adopted Decision No. CM/728/061099 issuing ad hoc terms of reference to the European Committee on Legal Co-operation (CDCJ) and to the Steering Committee on Bioethics (CDBI) as it appears at Appendix 7 to the present volume of Decisions;
10. decided to transmit the Recommendation to the Committee for the Activities of the Council of Europe in the field of Biological and Landscape Diversity (CO-DBP) for information;
11. agreed to resume consideration of this Recommendation at one of their forthcoming meetings, in the light of the above-mentioned committees opinions;
concerning Recommendation 1426 (1999) on European democracies facing up to terrorism
12. decided to bring it to the attention of their governments;
13. adopted Decision No. CM/729/061099 issuing ad hoc terms of reference to the European Committee on Crime Problems (CDPC ) as it appears at Appendix 8 to the present volume of Decisions;
14. agreed to resume consideration of this Recommendation at one of their forthcoming meetings, in the light of the opinion of the CDPC;
concerning Recommendation 1427 (1999) on respect for international humanitarian law in Europe
15. decided to bring it to the attention of their governments;
16. adopted Decision No. CM/730/061099 issuing ad hoc terms of reference to the European Committee on Crime Problems (CDPC) and to the Committee of Legal Advisers on Public International Law (CAHDI) as it appears at Appendix 9 to the present volume of Decisions;
17. agreed to resume consideration of this Recommendation at one of their forthcoming meetings, in the light of the above-mentioned committees opinions;
concerning Recommendation 1428 (1999) on the future of senior citizens: protection, participation, promotion
18. decided to bring it to the attention of their governments;
19. adopted Decision No. CM/731/061099 issuing ad hoc terms of reference to the European Committee for Social Cohesion (CDCS) as it appears at Appendix 10 to the present volume of Decisions;
20. invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply to the Recommendation in the light of the CDCSs opinion;
concerning Recommendation 1429 (1999) on national procedures for nominating candidates for election to the European Court of Human Rights
21. decided to bring it to the attention of their governments;
22. invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply to this Recommendation with a view of its adoption at one of their forthcoming meetings;

23. took note of the following Resolutions:
Resolution 1196 (1999) Honouring of obligations and commitments by Slovakia
Resolution 1197 (1999) Peace, democratic stability and sustainable development in the Mediterranean and Black Sea basins: the role of interparliamentary co-operation
Resolution 1198 (1999) Need for increased economic co-operation in the Mediterranean Region

Resolution 2000 (1999) Election of judges to the European Court of Human Rights;
24. took note of the following Orders:
Order No. 554 (1999) South-eastern Europe following the Kosovo conflict: economic reconstruction and renewal;
Order No. 555 (1999) European democracies facing up to terrorism;
Order No. 556 (1999) Respect for international humanitarian law in Europe;
Order No. 557 (1999) Respect for international humanitarian law in Europe;
Order No. 558 (1999) National procedures for nominating candidates for election to the European Court of Human Rights;

25. adopted the following reply to the texts adopted by the Parliamentary Assembly at the fourth part of the 1999 Session (20-24 September 1999):
"The Committee of Ministers took note of the texts adopted by the Parliamentary Assembly at the fourth part of the 1999 Session (20-24 September 1999).
It brought Recommendations 1419 to 1429 (1999) to the attention of the governments of the member states. It agreed to resume consideration of Recommendation 1421 (1999) at its 684th meeting.
The Committee of Ministers entrusted Recommendations 1419, 1420 and 1422 to 1429 (1999) to its relevant Rapporteur Groups and to the competent committees of experts for consideration and opinion.
The Committee of Ministers took note of Resolutions 1196 to 1200 (1999) and of Orders Nos. 554 to 558 (1999)."
