11.4 Committee for Works of Art
13th meeting (Strasbourg, 25 January 2000)

I. The Committee for Works of Art held its 13th meeting on 25 January 2000.

II. The Committee of Ministers was represented by Mr J Wolf, Permanent Representative of Liechtenstein, chairing the meeting, and Mr J Warin, Permanent Representative of France.

The Parliamentary Assembly was represented by MM Roseta and Valk.

The Secretariat was represented by Mr S Palmer (Committee of Ministers secretariat), Mr C Grayson (Office of the Clerk of the Assembly), Ms V Taylor representing the head of the Secretary General’s Private Office, the Director General of Administration and Logistics Mr J L Gianardi, the Head of the Buildings, Equipment and Security Department Mr H J Rohkamm, secretary to the committee, and Mr P de Romémont.

III. The committee was required to make recommendations concerning the following offers:

  • offer from the Permanent Representative of Romania of "The Prayer", a statue by Constantin Brancusi;
  • offer from the Permanent Representative of Moldova of "Plai Natal", a tapestry by Elena Rotaru;
  • offer from the Permanent Representative of Bosnia and Herzegovina of "Neretva à Pocotelj", a painting by Mr Roger Dale.

IV. The committee thanked the Romanian Government for its offer and recommended accepting the gift, a replica of a statue by Constantin Brancusi.

The Secretariat was asked to suggest locations for displaying the sculpture, inside or outside the Council of Europe buildings. The suggestions would be examined at the committee’s next meeting.

V. The committee thanked the Moldovan Government for its offer and recommended accepting the gift.

The Secretariat was asked to suggest a place for displaying the tapestry in the Palais de l’Europe.

The suggestion would be examined at the next meeting.

VI. The committee then considered the offer from the Permanent Delegation of Bosnia and Herzegovina.

It felt that it could not consider an offer from a country whose application for Council of the Europe membership was still being examined.

It recommended postponing consideration of the offer pending the final decision on admission.

VII. It was decided to hold the next meeting at 5 p.m. on Tuesday 4 April 2000, during the next Parliamentary Assembly session.
