OPENING
SPECIAL ACCOUNT
AND BUDGET
FOR THE PROGRAMME
`POLICE AND HUMAN RIGHTS 1997-2000'
1. Introduction
1. The document CM/Inf(97)43 contains full information on the background and content of the Programme "Police and Human Rights 1997-2000".
2. It is recalled that, following a request made at the 581st meeting (15 January 1997), the Secretary General informed the Deputies at their 584th meeting (19 February 1997) of the secondment by the Dutch Government of a senior police officer to develop and run an effective programme for human rights and the police. This police officer has been in post in the Directorate of Human Rights since 1 April 1997.
3. Most of the proposals in the three-year programme "Police and Human Rights 1997-2000" involve financial resources which cannot be found within the ordinary budget. The Secretary General thus intends to explore alternative means of funding, such as voluntary contributions from member States and, possibly, private foundations.
4. To this end, the Secretary General proposes that a Special Account be opened. This document includes an analysis of the resources needed and their utilisation.
2. The Secretary General's proposals
5. As described in the document CM/Inf(97)43, the "Police and Human Rights 1997-2000" Programme has three priority thrusts - the building of a network and communication structure; the establishment of a Police and Human Rights Educational Support Programme; and the development of tools and activities to measure success. Work on the three aspects will come together in a "Police and Human Rights Week" in October/November 2000, marking the 50th anniversary of the signing of the European Convention on Human Rights. Within the three priority strands, the Secretary General has identified a number of activities which lend themselves to special funding, namely:
- facilitating the building of a network of key individuals involved in the subject "Police and human rights";
- compilation of an overview of existing training material and existing needs in order to establish a database of the same (also accessible via the Internet);
- establishment of a database with relevant addresses of police institutes, experts, individuals and NGOs involved in human rights and policing;
- facilitating a partnership programme between police academies in the member States in order to develop and implement human rights education in their curricula;
- development of relevant training material for the police about human rights;
- development of performance indicators and measures about police human rights behaviour in daily practice;
- support for the organising in every member State of a `Police and Human Rights Week' to mark the 50th anniversary of the signing of the European Convention on Human Rights.
In addition, a limited number of activities have already been launched, and will be conducted using the means and sources of finance available within the 1997 and subsequent budgets of the Human Rights Information Centre.
Implementation
6. The programme will be implemented by the Human Rights Information Centre of the Directorate of Human Rights. Interdepartmental meetings will ensure the exchange of information and attuning of activities between the different directorates actively involved in various aspects of policing.
7. To guarantee that activities undertaken under the Programme fit within the culture and needs of the police in Europe, a consultation group will be established. This consultation group will be ad hoc and consist of relevant senior individuals working within the police. The aim of the group will be to support and advise the programme manager in her work, constituting a direct link with the target group and ensuring the quality of the project.
Staffing
8. The provision by the Dutch Government of a senior police officer to serve as programme manager guarantees a meaningful direct connection to the field of policing. There is no other staff within the Human Rights Information Centre which can be assigned to the programme. Thus, if the programme is to run effectively, additional human resources are needed. Accordingly, the Secretary General proposes (i) that support staff be financed through the special account and (ii) that the possibilities will be investigated of having additional detachments of police officers on a temporary basis of at least one year.
The source of finance
9. The Secretary General proposes that financing be found through voluntary contributions from member States of the Council of Europe, but that other sources of finance, such as private foundations and/or sponsorship should also be envisaged. As has been mentioned, a limited number of activities can be financed through the budgetary appropriations allocated to the Human Rights Information Centre, Awareness Unit (Vote VII).
Time span
10. It is proposed to fix 30 June 2001 as the closing date for the account.
Global estimate for the implementation of the three year Programme 'Police and Human Rights 1997 - 2000'
11. An initial estimate of the global amount needed to implement the programme will be in the region of 7,800,000 French Francs (including overhead) spread over the three-year period. The programme could be more ambitious, depending on the priority areas and needs identified in individual member States
