COURT COACHING ACTIVITIES
27-31 March 2017

Introduction
In the framework of the EU/CoE Strengthening the Efficiency and Quality of Justice in Albania (SEJ II Action), 10 pilots courts have been selected for the continuation of court coaching programs. These courts-coaching activities are being carried out, based on the recommendations made during the SEJ court coaching programmes, in particular the implementation of the Checklist for promoting the quality of justice.
The coaching activities will be focused on:
a) Improvement of the quality of data collection
This activity includes the definition of common basic statistics within the Albanian courts, especially through:
· Introduction of the CEPEJ key “judicial indicators”
· Definition of common types of cases
· Description of the needs to improve ICMIS and replace the manual registration for each level of the justice system.
To reach the targets of this activity, the situation within the pilot courts has to be analysed and the CEPEJ tools (GOJUST, CEPEJ-SATURN, etc.), which have to be adapted to Albanian context, to be introduced.
The result of this activity can be transferred to EURALIUS to be used for the improvement of ICMIS.
Depending on the results of quick improvements of ICMIS, it could be useful to write a handbook to better user ICMIS.
b) Improvement of the (internal) functioning of the court
The functioning of the court has to be improved. To reach this, target projects have to be started based on the recommendations made during the court coaching activities. A special focus could be set on reducing the backlog by setting (timeframe) targets.
To reach this goal it is foreseen:
- To define the roles of the different stakeholders involved within the courts (president, judge, chief chancellor, judicial assistants, administrative assistants, etc.)
- To compare it with the distribution of the tasks in the courts in other European countries and also with
At the end of court coaching activities, it is expected that:
· an efficient and consistent methodology to collect and analyse judicial statistics at national and court levels in accordance with CEPEJ guidelines and indicators is supported in cooperation with relevant bodies (MoJ, HCJ, courts) as well as partners (EURALIUS, USAID, OSCE) which are involved in such process
· more specific and reliable data is collected and analysed at national and court level in accordance with CEPEJ guidelines and indicators to support policy making and improvement of judicial time-management.
· A continuous commitment and cooperation of beneficiaries, in particular in the context of the judicial reform is enhanced
