Court Mapping: Challenges and the Way Forward

Objectives:

·         Introduce Ukrainian stakeholders to international experience related to court mapping as a means to boost the efficiency and effectiveness of the judiciary;

·         Present and discuss the tools, best practices, and lessons learned in implementing court mapping;

·         Discuss the challenges, opportunities, and plans for reforming the mapping of courts in Ukraine as it relates to court consolidation and other judicial reform efforts; and

·         Develop recommendations and next steps for the working group on court mapping established by the State Judicial Administration.

Participants:

·         Representatives of Ukrainian judicial institutions, i.e., Supreme Court, Constitutional Court, High Council of Justice, Council of Judges, High Qualifications Commission of Judges, State Judicial Administration, as well as judges and court staff;

·         Representatives of Ministry of Justice, Presidential Administration, Verkhovna Rada (Parliament), and Cabinet of Ministers; and

·         International experts and representatives of international donor organizations active in rule of law reform in Ukraine.

In this session, Mr. Kholodniuk will discuss progress made by the State Judicial Administration in preparation for introducing changes to Ukraine’s court map, as well as plans for the future and challenges that the SJA faces in completing this work.

Drawing the Judicial Map: Geo-Mapping and Visualizing the Geography of Supply Chain Management in the Justice Sector

After a brief introduction and definition of judicial maps and judicial mapping, and their purpose and benefits, the presenters will propose a framework for redrawing the judicial map of Ukraine and rationalizing judicial resource allocation using two innovations. The first innovation is conceptual, drawing on economic principles and techniques of supply chain management, and the elements and factors affecting the number, size, and location of courts and tribunals in the Ukraine. The second is technical, incorporating geospatial data and analysis, data visualization, and an interactive system for modeling factors and elements of supply chain management to rationalize judicial resource management.

CEPEJ Recommendations for Court Mapping Changes, and Lessons Learned from Practical Experience

Georg Stawa, President and Member of the Bureau of the European Commission for the Efficiency of Justice (CEPEJ)

During this presentation, participants will learn about recommendations developed by CEPEJ to assist countries going through changes to their court maps. This will include practical examples from other European countries. Mr. Stawa will also discuss lessons learned in the process of introducing changes to court maps, which should be taken into account in future projects.
