Programme
Context
The Best Practices Seminar will gather mayors, local councillors and young local leaders who took part in the project activities since 2015, and who have implemented local initiatives aiming to enhance transparency and citizen participation. This two-day event will serve as a means for peer exchange on good practices and collaborative ways to enhance the quality of local democracy in the country in the framework of local self-government reform and discuss the sustainability of their local actions.
This event is implemented within the project “Promoting local democracy in Ukraine”, as part of the Action Plan for Ukraine 2015 – 2017. It aims to improve the implementation of democratic principles in Ukraine by enhancing the institutional and leadership capacities of local elected representatives, and by disseminating nationwide good practices of local democracy. It targets in particular mayors, local councillors and young local leaders.

The Congress of Local and Regional Authorities
is an institution of the Council of Europe,
responsible for strengthening local and regional democracy in its 47 member states.
Composed of two chambers – the Chamber of Local Authorities and the Chamber of Regions –
and three committees, it brings together 648 elected officials representing
more than 200 000 local and regional authorities

This session focuses on the handbook on transparent and citizen-oriented local governance, examining the necessary frameworks and guidelines for successful implementation through open discussion.
Participants will be divided into working groups to discuss the practical implementation of strategies and tools for the prevention of corruption, transparency and citizen participation, focusing on the sustainability of local actions.
