The Group of Experts on Action against Trafficking in Human Beings (GRETA) held its 48th plenary meeting from 26 to 30 June 2023, in Strasbourg, France.

Focal points of this meeting:
- approval of the final reports on the Netherlands, Iceland and Sweden, as part of the third evaluation round of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings and draft third round reports on Andorra, Hungary, Italy and Lithuania.
- adoption of the questionnaire for the fourth evaluation round of the Convention, with a thematic focus on preventing and addressing vulnerabilities to human trafficking, including in the context of the increasing use of information and communication technology to recruit and exploit victims.

32nd meeting of the Committee of the Parties to the Council of Europe Anti-Trafficking Convention
STRASBOURG, 16 JUNE 2023
The 32nd meeting of the Committee of the Parties to the Council of Europe Convention on Action against Trafficking in Human Beings took place in Strasbourg on 16 June 2023 and online and was marked by the election of Ambassador Maria Spassova (Bulgaria) as Chair and Ambassador Jean-Cedric Janssens de Bisthoven (Belgium) as Vice-Chair, for a one-year term of office.
The Committee decided to amend its Rules of Procedure by introducing a new rule concerning the restriction of participation of a Party to the Convention, and to apply this rule to Belarus.
Recommendations addressed to the authorities of  Estonia and Greece (2nd evaluation round) and AzerbaijanNorth MacedoniaPolandSerbiaSlovenia and Spain (3rd evaluation round) were adopted.

Annual meeting of National Anti-trafficking Co-ordinators and Rapporteurs: “National leadership structures are critical parts of an effective anti-trafficking strategy”
6 - 7 June 2023
How to enhance the anti-trafficking national leadership structures was the focus of the largest annual meeting of the National Anti-trafficking Co-ordinators and Rapporteurs, which took place on 6 and 7 June 2023 at the headquarters of the Council of Europe in Strasbourg, France.
This meeting was organised jointly by OSCE special Representative and Co-ordinator for Combating Trafficking in Human Beings (OSR/CTHB) and the Council of Europe (CoE) and gathered more than 130 participants, representing nearly 60 countries of the Council of Europe and OSCE regions, and beyond.
Better identifying and assisting victims of transnational trafficking, enhancing proactive use of financial investigations, understanding and addressing trafficking in human beings for the purpose of forced criminality, and ways to enhance the mandates and roles of the National Anti-Trafficking Co-ordinators and Rapporteurs (NACs and NARs) are among the topics  treated during the working sessions of the two-day meeting.

Publication of the 12th GRETA's General Report for the year 2022
GRETA’s annual report for 2022 highlights the need for strengthening national strategies, resources and partnerships to face the challenges of human trafficking and risks linked to the war against Ukraine.
One of the main developments reported the adoption by the Committee of Ministers of a new recommendation to member States on preventing and combating trafficking in human beings for the purpose of labour exploitation. GRETA's annual report discusses the recommendation, which draws on GRETA’s monitoring work and is supplemented by an explanatory memorandum containing a comprehensive set of measures concerning prevention, protection, prosecution and partnerships.
13 countries were visited by the GRETA in 2022. GRETA reports published in 2022 show that a number of improvements have been made by States to respond to human trafficking. However, gaps persist, and new challenges are arising, in particular those related to the increasing use of information and communication technologies.

GRETA launches the fourth evaluation round of the Council of Europe Anti-Trafficking Convention, with a thematic focus on addressing vulnerabilities to human trafficking
STRASBOURG, 5 JULY 2023

At its 48th meeting on 30 June 2023, GRETA adopted the questionnaire for the fourth round of evaluation of the implementation of the Council of Europe Convention on Action against Trafficking in Human Beings.

GRETA decided that the fourth evaluation round of the Convention will focus on vulnerabilities to human trafficking and measures taken by States Parties to prevent them, detect and support vulnerable victims, and punish the offenders. This includes a focus on the use of information and communication technology, which brings structural changes to the way offenders operate and exacerbates existing vulnerabilities.

In addition to the thematic focus on vulnerabilities to human trafficking, GRETA decided that each State Party will receive country-specific follow-up questions related to recommendations not implemented or partially implemented after the third evaluation round.

World Day Against Trafficking in Persons: Against multiple crises backdrop, the fight against human trafficking must remain high on all stakeholders’ agenda, says GRETA
STRASBOURG, 27 JULY 2023

Multiple crises, conflicts and the climate emergency increase vulnerabilities to human trafficking and diversify trafficking risks, which is why governments and other stakeholders must allocate adequate attention and resources to combating it. This is the message from the Inter-Agency Coordination Group against Trafficking in Persons (ICAT), in a statement published on the eve of the World Day against Trafficking in Persons, and echoed by the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA).

“These concerns are regularly raised in GRETA’s reports, which highlight the low rate of prosecutions and convictions for trafficking in human beings, the lack of effective access to compensation for victims of trafficking, as well as the challenges posed by the increasing use of information and communication technologies,” said GRETA President Helga Gayer, calling on the 48 States Parties to the Council of Europe Anti-Trafficking Convention to maintain their focus on these issues and to strengthen resources to curb this scourge.

In a new report, the GRETA assessed developments as regards the implementation of the Council of Europe’s Convention on Action against Trafficking in Human Beings. According to the report, progress had been made in certain areas, however, GRETA calls on the Azerbaijani authorities to take steps to improve victims’ access to legal aid and the existing compensation mechanisms and to strengthen effective access to the labour market for victims of human trafficking and to advance their socio-economic inclusion.

According to GRETA’s third report on Poland, progress has been made in some areas, including legislative changes and increased funding for victim assistance. However, a number of challenges remain. GRETA has urged the Polish authorities to take further action against human trafficking, notably by effectively preventing and combating trafficking for the purpose of labour exploitation and improving the criminal justice response.

In its new report evaluating Spain’s implementation of the Council of Europe’s anti-trafficking Convention, particularly the access of victims to justice and effective remedies, GRETA welcomes progress in the legal framework and policies but also identifies several shortcomings which need to be addressed. GRETA has urged the Spanish authorities to guarantee effective access to compensation to victims of human trafficking and to increase proactive investigations into trafficking for labour exploitation.

In a new report, the Council of Europe’s anti-trafficking group GRETA calls on the Slovenian authorities to improve trafficking victims’ access to justice and effective remedies, and to strengthen the identification of victims of trafficking for the purpose of labour exploitation and amongst asylum seekers. This third report on Slovenia’s implementation of the Convention on Action against Trafficking in Human Beings focuses on access to justice and effective remedies for victims of trafficking in human beings.

Over the past five years, several legislative changes relevant for combatting trafficking in human beings were adopted in Serbia. However, further steps are needed to ensure effective access of victims to justice and effective remedies, said GRETA. Its new report welcomes the steps taken by the Serbian authorities to further develop the anti-trafficking legislative framework. However, the report stresses that further steps are needed to ensure better access of victims of trafficking to justice, effective remedies, and to compensation.

GRETA carries out third evaluation visit to Germany
GERMANY 8- 12 MAY 2023

A GRETA delegation carried out an evaluation visit to Germany on 8-12 May 2023 as part of the third evaluation round of the Convention on Action against Trafficking in Human Beings. Meetings were held with representatives of several Federal Ministries and the German Federal Parliament (Bundestag), and with the National Rapporteur Mechanism for Trafficking in Human Beings within the German Institute for Human Rights. The delegation further travelled to the federal states of North-Rhine Westphalia and Saxony where it met representatives of the state authorities, law enforcement officers, prosecutors, judges, and civil society representatives. GRETA’s delegation visited counselling centres and shelters for victims of human trafficking in Berlin and Dortmund, the service centre against labour exploitation and human trafficking in Berlin, as well as a community housing centre for refugees in Berlin.

GRETA carries out third evaluation visit to Finland

A delegation of the Council of Europe’s Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Finland on 22-26 May 2023 as part of the third evaluation round of the Convention on Action against Trafficking in Human Beings. During the visit, the GRETA delegation met Ms Venla Roth, Government Anti-Trafficking Coordinator, Ms Kristina Stenman, National Rapporteur on Trafficking in Human Beings, and Ms Elina Pekkarinen, the Ombudsman for Children. Consultations were also held with representatives of different ministries, and with representatives of the judiciary.
GRETA’s delegation travelled to Turku where it met police officers, prosecutors, judges, representatives of the Regional State Administrative Agency for Southwestern Finland and civil society representatives.

MONACO, 5-7 JULY 2023

A delegation of the Council of Europe Group of Experts on Action against Trafficking in Human Beings (GRETA) carried out an evaluation visit to Monaco from 5 to 7 July 2023 as part of the third evaluation round of the Convention on Action against Trafficking in Human Beings.
During the visit, the GRETA delegation met with the Ministry of External Relations and Cooperation, the Department of Public Safety (police) and with representatives of several state departments and the judiciary.
It further visited the Foyer de l'Enfance Princesse Charlène and emergency social accommodations for victims of trafficking.

SWITZERLAND, 28 AUGUST - 1 SEPTEMBER 2023

GRETA delegation carried out an evaluation visit to Switzerland on 28 August – 1 September 2023, as part of the third evaluation round of the Anti-Trafficking Convention. The GRETA delegation met Ms Nicoletta della Valle, Director of the Federal Office of Police (fedpol), officials from fedpol dealing with combating human trafficking as well as representatives of state departments, the judiciary, and the Parliamentary Group on Human Trafficking of the Swiss Parliament. The delegation also met with victims of trafficking and visited three shelters accommodating victims of human trafficking, a federal centre for asylum seekers and an accommodation centre for unaccompanied children and asylum seekers.

Warsaw: seminar on preventing and combating trafficking in human beings for the purpose of labour exploitation
WARSAW, 14 JUNE 2023

How can trafficking in human beings for labour exploitation be prevented and combated? To address this challenge, a seminar organised by the Council of Europe's Anti-Trafficking Division on 13 June 2023 in Warsaw, Poland, brought together representatives of governmental institutions, civil society organisations, the private sector, academia, international organisations and diplomatic missions.

In the light of the new Recommendation on preventing and combating human trafficking for the purpose of labour exploitation adopted in September 2022 by the Committee of Ministers of the Council of Europe, participants discussed measures in the field of prevention, identification and protection of victims, criminal justice response, partnerships and the role of businesses.

CO-OPERATION PROJECTS
Supporting countries in the implementation of the Council of Europe Anti-Trafficking Convention
Supporting countries in the implementation of the Council of Europe Anti-Trafficking Convention
Cooperation projects on “Preventing and Combating Trafficking in Human Beings” are currently being initiated in Bosnia and Herzegovina, North Macedonia, and Serbia, in addition to the projects in Kosovo* and the projects in the framework of the South programme. These projects are based on the country-specific recommendations of the Group of Experts on Action against Trafficking in Human Beings (GRETA) and aimed at supporting the countries in the implementation of the Convention on Action against Trafficking in Human Beings by strengthening national capacities. In addition, a project on supporting Malta in the design and implementation of a new anti-trafficking strategy (2022-2024) is being implemented by the Council of Europe, in cooperation with the European Commission.
