INTRODUCTION

1.     The Working Group on the evaluation of judicial systems (CEPEJ-GT-EVAL) of the European Commission for the Efficiency of Justice (CEPEJ) held an ad hoc meeting on 19 February 2018, in Paris, with Jean-Paul JEAN (France) in the chair. The purpose of this meeting is to meet the experts who will be in charge for drafting the various chapters of the next CEPEJ evaluation report on judicial systems (2016-2018 cycle).

2.     The agenda and the list of participants appears in Appendix I and II to this report.

2016 – 2018 EVALUATION CYCLE

3.     The CEPEJ Evaluation Working Group decided at its 33rd meeting (27-28 September 2017) to call upon experts to draw up the different chapters of the next CEPEJ evaluation report on judicial systems (cycle 2016-2018).

4.     Taking into account the chapters and topics dealt with (budgets of the judicial systems/personnel of justice and lawyers including the question of parity between men and women/organisation of the courts and users of the courts/efficiency and quality of the activity of the courts and public prosecutors' offices), seven experts were selected, six of whom were present at this meeting:

·         Caroline Foulquier-Expert (France)

·         Fotis Karayannopoulou (Greece)

·         Hélène Pauliat (France)

·         Francesco Perrone (Italy)

·         Federica Viapiana (Italy)

·         Jasa Vrabec (Slovenia)

5.     This meeting made it possible in particular to consider with the experts present:

their mission within the framework of the evaluation exercise;

·         the objectives of the report on evaluation of the judicial systems of the CEPEJ ;

·         the methodology specific to the evaluation exercise and in particular to the data collection and the quality control of the data submitted by the CEPEJ national correspondents;

·         the specific tools to this exercise: questionnaires (main and additional concerning gender equality) and explanatory notes ;

·         applications for collecting data (CEPEJ-COLLECT) and presenting them interactively (CEPEJ-STAT);

·         the application that will be made available to them to facilitate their analyses (Tableau Reader);

·         the calendar and the next deadlines (Annex III);

·         the number of participants in the exercise and an initial assessment of this participation;

·         the main points to be analysed for each chapter;

·         the latest version of the report and the document presenting the report.

6.     The Secretariat is currently controlling the quality of the data and will send the experts all the data, comments and tables needed to draft the chapters concerned by 13 May 2018. Before doing so, the experts should indicate to the Secretariat which tables they would like to see in their chapter.
