INTRODUCTORY REMARKS

The Council of Europe conventions are considered as a key reference for human rights, democracy and the rule of law and create a common legal space at pan-European level and beyond. The advantage of the Council of Europe conventions is that a part of them (159 out of 218 in total) are open to non-member states of the Council of Europe. A number of countries in the Southern Mediterranean have already expressed, officially or unofficially, interest in becoming Contracting Parties to some of the Council of Europe conventions.

An effective future implementation of the Council of Europe conventions requires a high level of knowledge on their content and the other European human rights standards established in the relevant areas, including the case law of the European Court of Human Rights.  

The European Programme for Human Rights Education for Legal Professionals (HELP) of the Council of Europe enhances the capacities of legal professionals to apply the European human rights standards in their daily work. It provides high-quality, tailor-made online courses on human rights issues addressed in various Council of Europe conventions.  

The goal of this module is to introduce the HELP Programme, its methodology and selected  courses to the participants and to equip them with practical skills to use the available HELP training tools for their own training purposes. Furthermore, participants will be encouraged to disseminate HELP among other legal professionals from the South Mediterranean countries as well as universities.   

This module also aims at enhancing the knowledge of the participants on the applicable CoE standards in the areas of data protection and privacy rights, children rights and combating trafficking in human beings.
