-          Court statistics currently being collected/processed by the MoJ (manual collection and future use of electronic court information system for collection of data), quality of statistics, etc.

-          Indicators currently being used (CR, DT, TB, Ratios regarding the structure of incoming, resolved, pending cases)

-          Challenges faced in collecting of the statistics

-          Statistics to be collected under the CEPEJ Evaluation Scheme, categorization of cases and other relevant information

Meeting with Ms. Edlira Bako, Director of the Inspection Department of   Judiciary and Prosecution Services (MoJ)

-          Judges and non-judge staff in the court system, legal framework that regulates non-judge staff in courts (civil servants); new justice reform and change in competencies of the MoJ related to chancellors, IT and other Court staff

-          Data to be collected under the CEPEJ Evaluation Scheme, verification and correlation of the statistics with this directory and the Office of Statistics

Meeting with Mr. Ornela Xhembulla, Chief of the Statistics Department,  Albanian General Prosecutorial Office (GPO)

Venue: GPO

-          Organization of the prosecution system, prosecution staff, the role of the GPO in collecting statistics, statistics currently being collected/processed by the GPO (manual collection and future use of electronic court information system for collection of data), quality of statistics, etc.

-          Challenges faced in collecting statistics

-          Collection of statistics under the CEPEJ Evaluation Scheme

(According to the GPO website, there is only one internal order issued in 2002 by the General Prosecutor, regarding collection and reporting of statistics. We need to confirm with this office if there is an amended order issued later. The order can be found at http://www.pp.gov.al/web/19_112.pdf )

Half day seminar (to be confirmed) in Tirana with Participants from Office of Statistics of the Ministry of Justice, Office of the General Prosecutor, Chief of Courts, Chancellors and Heads of IT of all courts as well as participants from EURALIUS  (estimated 70-75 people)

Introduction: discussion about the findings of the previous meetings (30 minutes)

The CEPEJ Evaluation process (1h + 15 minutes of discussion)

-          Presentation of CEPEJ-STAT

-          Classical issues raised by the countries with the evaluation process (approved / executed budget, brought to court cases / not brought to court cases for legal aid, categorisation of cases for Q91 etc)

-          Issues identified for Albania and consequences for the evaluation at a national level

CEPEJ Tools for the management of courts (1h + 15 minutes of discussion)

-          Presentation of Timeframes and their possible implementation in Dashboards for court managers (via ICMIS)

-          Discussion with head of courts on the concrete issues on the field to collect data for their daily management

Cyberjustice (45 minutes + 15 minutes of discussion)

-          Presentation of the evaluation report about IT

-          Presentation of the Cyberjustice guidelines
