Regional training course on combating antigypsyism through human rights education and youth participation

Basic information about the training course

The Youth Department of the Council of Europe, in co-operation with the Ministry of Youth and Sport of Ukraine and Roma non-governmental partners, will organise a regional training course for young multipliers linked with Roma communities. The training course will support the participation and mobilisation of young multipliers to work for combating antigypsyism and for supporting Roma young people’s participation on the local level and in youth policy processes.

The course will be held in Odessa, Ukraine, in November 2016 and will bring together 25 participants from Belarus, Republic of Moldova, the Russian Federation and Ukraine. Participants from the Baltic states may also be considered in the selection process.

The training course will prepare young Roma activists and members of youth organisations interested to work on Roma issues in order to support the development of the Roma youth movement in the region.

The objectives are to:

-          develop the competences of participants  in addressing discrimination and antigypsyism by using  the Mirrors manual;

-          develop the capacities of Roma and other youth organisations to support Roma youth participation;

-          support the self-organisation and regional networking on  Roma youth issues;

-          strengthen Roma cultural identity and senses of belonging in a human rights framework;

-          identify priorities and partners for the Roma Youth Action Plan and proposals for the national and local youth policies; ;

-          share practices of Roma youth participation and empowerment;

-          identify follow-up steps by participants on using Mirrors, initiating youth actions and necessary support measures.

Profile of participants

The participants in the training-course must be young multipliers from organisations or informal youth groups or active people in their communities, for example from Roma youth organisations or youth organisations working with young Roma or active individual members of the Roma community.

All candidates must also be:

-          aged 18 to 35 (exceptions are possible)

-          residents in Ukraine, Republic of Moldova, the Russian Federation and Belarus (with the possibility of including Roma youth from the Baltic states also);

-          motivated to work for the participation of young Roma in their communities and for combating antigypsyism;

-          in a position to multiply what they learn in the training course in their communities, for example by carrying out initiatives with young Roma;

-          strongly connected with a local Roma community;

-          interested to cooperate with other multipliers from Ukraine, Republic of Moldova, the Russian Federation, Belarus and the Baltic states;

-          available to arrive at the venue of the training course on the 3 November and to leave on 8 November 2016.

Conditions

The training course will be organised in Russian. Romanes may be used as a working language for working groups during the еtraining-course.

The international and national travel costs, accommodation and meals will be covered by organisers. Participants must arrive at the course venue on 3 November and leave on 8 November.
