In 2012 some changes were made in the employment, social protection and health care systems governance. The existing Ministry of Health and Social Development, Russian Federation (MHSD) was divided into two Ministries: Ministry of Health (MH) and Ministry of Labour and Social Protection (MLSP). In the structure of new Ministry of Labour and Social Protection there are 12 departments.

12. Department for Pensions
The main functions of the MLSP include:
· Development of the state policy, legislation and standards in the sphere of social security and insurance, labour, population employmet development of the population level of life and incomes, development of the demographic policy etc;
· Coordination and control of the federal services and federal agencies operating under the Ministry;
· Coordination and supervision of activities of the Pension Fund of the Russian Federation and Social Security Fund of the Russian Federation.

After the reorganization of the MLSP in 2012 there are now 2 funds and 1 service in function:
The Federal Service for Labour and Employment (FSLE) is responsible for:
State control and supervision in the sphere of:
· implementation and enforcement of the labour legislation;
· registration and investigation of industrial accidents.
State control in the sphere of:
· provision of state guarantees in employment of economically active population;
· alternative civil service.
Registration of:
· unemployed and job-seeking persons;
· social partnership agreements on the federal level.
Provision of state services in the sphere of:
· labour market and job vacancies monitoring;
· facilitation of employment including professional orientation of job seekers in job vacancies and professional education;
· payment of unemployment benefits (assigned means from the Federal budget are transferred via the FSLE to the local employment services working under the guidance of the local administration which pay unemployment benefits);
· facilitation in settling of collective labour disputes etc.
