REPLY FROM THE COMMITTEE OF MINISTERS

TO THE CONGRESS OF LOCAL AND REGIONAL AUTHORITIES

OF EUROPE CONCERNING RECOMMENDATION 8 (1995)

ON THE 2nd EUROPEAN CONFERENCE OF LOCAL

AND REGIONAL AUTHORITY STAFF

"The Committee of Ministers has examined Recommendation 8 (1995) of the Congress of Local and Regional Authorities of Europe on the 2nd European Conference of Local and Regional Authority Staff and wishes to inform the Congress that it has decided to bring it to the attention of the Governments of member States and also to forward it to the European Commission.

The Committee of Ministers points out that the training of local and regional authority staff remains a priority for the Council of Europe - especially in Central and Eastern Europe - and notes in this connection that the Secretary General recently submitted some new proposals to it aimed at intensifying the Organisation's work in this field.

The Committee of Ministers will pay special attention to these proposals when examining the draft Council of Europe budget for 1996.

The Committee of Ministers also wishes to point out that Vote II of the budget and the LODE Programme are already contributing to the financing of many activities implemented in the framework of the European Network of Local and Regional Authority Staff Training Centres and welcomes the contribution which the network makes in this way to co-operation with Central and East European countries in particular.

The Committee of Ministers draws the attention of the Congress to Project I.9 of the Intergovernmental Programme of Activities for 1995, which involves, among other things, a study of the status and working conditions of local and regional authority staff, this activity being of primary importance for the countries of Central and Eastern Europe.

The Committee of Ministers has decided to transmit Recommendation 8 (1995) to the Steering Committee on Local and Regional Authorities (CDLR)."
