TO RECOMMENDATION 13 (1995)
ON NEW OPPORTUNITIES FOR NATIONAL ASSOCIATIONS
OF LOCAL AND REGIONAL AUTHORITIES IN NORTH/SOUTH CO-OPERATION
The Committee of Ministers has examined Recommendation 13 (1995) on New opportunities for National Associations of Local and Regional Authorities in North/South Co-operation.
The Committee of Ministers supports the opinion of the Congress of Local and Regional Authorities concerning the need and importance of dialogue between the North and the South, established through the Council of Europe Partial Agreement on the European Centre for Interdependence and World Solidarity (North/South Centre) in Lisbon.
The Committee of Ministers is currently studying the proposal made by the Parliamentary Assembly of the Council of Europe to devote the year of 1998 to a campaign on North/South co-operation in the framework of which certain aspects related to local democracy might be considered.
The Committee of Ministers would also like to draw the attention of the Congress to the fact that the Convention on interterritorial co-operation currently under elaboration could provide the necessary legal framework for such co-operation.
The Committee of Ministers wishes to inform the Congress that it has transmitted this Recommendation to the governments of its member States.
