The Deputies
Concerning Recommendation 102 (2001) on local and regional democracy in Ukraine
1. took note of the recommendation;
2. agreed to forward the recommendation to the governmental and parliamentary authorities of Ukraine;
3. decided to bear the recommendation in mind in the context of the thematic monitoring on local democracy;
4. agreed to transmit it to the Steering Committee on Local and Regional Democracy (CDLR) for information;
5. asked the Secretary General to transmit it to the Directorate of co-operation for Local and Regional Democracy for it to take it into account in its co-operation programmes with Ukraine;
6. adopted the following reply to the recommendation:
“The Committee of Ministers has examined Recommendation 102 (2001) on local and regional democracy in Ukraine. It has agreed to transmit this Recommendation to the governmental and parliamentary authorities of Ukraine and to bear it in mind with regard to the thematic monitoring procedure for local democracy, as well as in its co-operation programmes. In addition, the Committee of Ministers is transmitting this recommendation to the Steering Committee on Local and Regional Democracy.”;
Concerning Recommendation 103 (2001) on local and regional democracy in Bosnia and Herzegovina
7. took note of the recommendation;
8. agreed to forward the recommendation to the governmental and parliamentary authorities of Bosnia and Herzegovina;
9. decided to bear the recommendation in mind with regard to examination of this country’s application for membership of the Council of Europe;
10. agreed to forward this recommendation to the Steering Committee on Local and Regional Democracy for information;
11. asked the Secretary General to transmit it to the Directorate of co-operation for Local and Regional Democracy for it to take it into account in its co-operation programmes with this country;
12. adopted the following reply to the recommendation:
“The Committee of Ministers has examined Recommendation 103 (2001) on local and regional democracy in Bosnia and Herzegovina. It has agreed to transmit this recommendation to the governmental and parliamentary authorities of Bosnia and Herzegovina and to bear it in mind with regard to examination of this country’s application for membership of the Council of Europe, as well as in its co-operation programmes. In addition, the Committee of Ministers is transmitting this recommendation to the Steering Committee on Local and Regional Democracy.”;
Concerning Recommendation 104 (2001) on local and regional democracy in the Federal Republic of Yugoslavia
13. took note of this recommendation;
14. agreed to forward the recommendation to the governmental and parliamentary authorities of the Federal Republic of Yugoslavia;
15. decided to bear the recommendation in mind with regard to examination of this country’s application for membership of the Council of Europe;
16. agreed to forward this recommendation to the Steering Committee on Local and Regional Democracy for information;
17. asked the Secretary General to transmit it to the Directorate of co-operation for Local and Regional Democracy for it to take it into account in its co-operation programmes with this country;
18. adopted the following reply to the recommendation:
“The Committee of Ministers has examined Recommendation 104 (2001) on local and regional democracy in the Federal Republic of Yugoslavia. It has agreed to transmit this recommendation to the governmental and parliamentary authorities of the Federal Republic of Yugoslavia and to bear it in mind with regard to examining this country’s application for membership of the Council of Europe, as well as in its co-operation programmes. In addition, the Committee of Ministers is transmitting this recommendation to the Steering Committee on Local and Regional Democracy.”;
Concerning Recommendation 105 (2001) on “Linguistic Diversity: A Challenge for European Cities and Regions” - conclusions of the Rovinj Conference, Croatia, 22-23 March 2001
19. took note of this recommendation;
20. agreed to forward it to their Governments;
21. adopted ad hoc terms of reference No. CM/817/16012002 asking the Steering Committee for Education (CD-ED) to give an opinion on paragraph 7.a of the recommendation, as it appears at Appendix 12 to the present volume of Decisions;
22. agreed to resume consideration of this recommendation in the light of the opinion of the CD-ED;

23. took note of these resolutions.
