Sport and Local Authorities

Recommendation 16 (1996) of the CLRAE

Decision

The Deputies adopted the following reply to Recommendation 16 (1996) of the Congress of Local and Regional Authorities of Europe (CLRAE)

"The Committee of Ministers has taken note with interest of CLRAE Recommendation 16 (1996) which underlines the role of local authorities in promoting sport and advocates ongoing co-operation between local authorities, governments and voluntary organisations active in this area.

The Committee of Ministers has therefore decided to bring the Recommendation to the attention of their Governments (in particular paragraph 6 and the Appendix reproducing the Final Declaration of the Gödöllo Conference).

The Committee of Ministers has also transmitted the Recommendation and its Appendix to the Committee for the Development of Sport (CDSS) for the latter to take it into account in its own activities."

Responsibilities and Initiatives of Cities in respect of Education

Recommendation 17 (1996) of the CLRAE

Decision

The Deputies adopted the following reply to Recommendation 17 (1996) of the Congress of Local and Regional Authorities of Europe (CLRAE):

"The Committee of Ministers shares the view of the CLRAE expressed in Recommendation 17 (1996) that European cities can play a key role in matters of education alongside other national and regional authorities concerned. The Committee of Ministers has therefore taken note of this Recommendation and decided to bring it to the attention of their Governments (in particular paragraphs 19 to 21 and the Appendices: the Czestochowa and Bologna Declarations).

The Committee of Ministers has also instructed the Secretary General to forward the Recommendation to the European Commission for the latter to take note of paragraphs 23 and 24 concerning the European Year of Lifelong Learning.

Finally, the Committee of Ministers has transmitted the Recommendation and its Appendices to the Council for Cultural Co-operation (CDCC) for the latter to take it into account in its activities, in particular via its Education Committee and its Higher Education Committee. It has instructed the CDCC to prepare, by June 1997, an Opinion on this Recommendation, in particular paragraph 22, indicating current activities and the fields in which supplementary work could be undertaken in response to the concerns expressed by the CLRAE."
