29 (1997) on the state of local and regional democracy in Turkey

31 (1997) on the preliminary draft European landscape Convention

35 (1997) on the implementation of the European Charter of local self-government in Italy

Decisions

The Deputies

1. adopted the following reply to Recommendation 29 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE) on the state of local and regional democracy in Turkey:

"The Committee of Ministers considered Recommendation 29 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE), addressed to the Turkish Government. It welcomes the commitment with which the Congress of Local and Regional Authorities of Europe pursues its aim to verify that legislation and practice concerning local and regional democracy in member States are consistent with the European Charter of Local Self-Government.

On 30 September 1997 the Committee of Ministers took note of this Recommendation and decided to bear it in mind for the purpose of monitoring the commitments entered into by the Council of Europe member States under the heading of local democracy, and agreed to study the possibility of allocating financial resources to co-operation and training programmes for Turkish elected representatives and civil servants in the field of local democracy, if the Turkish authorities express their wish for this, and on the basis of detailed proposals to this end. The Committee of Ministers decided to forward this Recommendation to the Steering Committee on Local and Regional Authorities (CDLR) for information.";

 

2. adopted the following reply to Recommendation 31 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE) on the preliminary draft European Landscape Convention:

"On 30 September 1997 the Committee of Ministers considered Recommendation 31 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE) and asked its Rapporteur Group on Environment and Local Authorities (GR-E) to study it. Given the preliminary stage of preparation of the draft Convention, the Group decided at its meeting of 28 October 1997 to take note of this Recommendation";

 

3. adopted the following reply to Recommendation 35 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE) on the implementation of the European Charter of Local Self-Government in Italy:

"The Committee of Ministers considered Recommendation 35 (1997) of the Congress of Local and Regional Authorities of Europe (CLRAE), addressed to the Italian Government. It welcomes the commitment with which the Congress of Local and Regional Authorities of Europe pursues its aim to verify that legislation and practice concerning local and regional democracy in member States are consistent with the European Charter of Local Self-Government.

The Committee of Ministers took note with interest of the co-operation established between the Congress and Italian governmental and parliamentary authorities as concerns taking into account suggestions contained in Recommendation No. 35.

On 30 September 1997 the Committee of Ministers took note of this Recommendation and decided to bear it in mind for the purpose of monitoring the commitments entered into by the Council of Europe member States under the heading of local democracy. The Committee of Ministers decided to forward this Recommendation to the European Commission for democracy through Law (the Venice Commission) and to the Steering Committee on Local and Regional Authorities (CDLR) for information".
