The 23rd meeting of the Council of Europe Network of Co-ordinators for Education for Democratic Citizenship and Human Rights Education (EDC/HRE) is organised in conjunction with the Closing Conference of the EU/CoE Joint Project on “Democratic Citizenship and Human Rights Education in Turkey”.  This four years comprehensive project aimed to put into practice the Council of Europe Charter on Citizenship and Human Rights Education, based on the expertise developed in the framework of intergovernmental cooperation programmes of the Council of Europe.  With the Turkish programme coming to its conclusion, it is time to celebrate its achievements and to reflect on the lessons learned from this experience.

 

The EDC/HRE co-ordinators are officially nominated representatives of the States Party to the European Cultural Convention for liaison with the Council of Europe in this area.  The co-ordinators hold their annual meetings to share information on the latest developments in their countries, in the Council of Europe and in other international organisations and to discuss cooperation activities organised in the framework of the Council of Europe Programme “Learning democracy and human rights”.

 

At the 23rd meeting of the network special attention will be given to the following topics:

 

1)Results and outcomes of the Programme Democratic Citizenship and Human Rights Education in Turkey

2)Next steps – lessons learned and looking to the future (including cooperation in the framework of the EU/CoE Pilot Projects Scheme “Human Rights and Democracy in Action”)

3) Addressing radicalisation through education.

 

Background

 

Theme 1

Democratic Citizenship and Human Rights Education in Turkey – Results and Outcomes

The EU/CoE Programme on “Democratic Citizenship and Human Rights Education in Turkey” was launched in 2010, shortly after the adoption of the Council of Europe Charter on Citizenship and Human Rights Education, and aimed at putting into practice this legal instrument, developed and adopted by the Council of Europe member States.  The Programme aimed to promote education for democracy in a comprehensive and systematic way, through the reform of legislation and curriculum, democratic governance of educational institutions, as well as through capacity building and awareness raising activities.  The timing of the programme, as well as the resources made available and the strong connection with European standards make it a unique experience, which has drawn high level of interest from many education actors in Europe and beyond.  This meeting is an excellent opportunity to take stock of the current achievement and to plan future work.

 

Theme 2

Next steps – lessons learned and looking to the future

“Human Rights and Democracy in Action” is an EU/CoE Pilot Projects Scheme, which supports the implementation of the Council of Europe Charter on Education for Democratic Citizenship and Human Rights Education in the States Party to the European Cultural Convention.  The participants will discuss the results achieved so far, and will work together on new project proposals, while taking into account the lessons learned from the EU/CoE Programme on “Democratic Citizenship and Human Rights Education in Turkey.

 

A new project proposal for the Programme of activities of the Council of Europe for the years 2016-2017 on Digital Citizenship Education will also be presented, and feedback from the participants will be collected with a view to the preparation and implementation of this project.

 

Theme 3

Addressing radicalisation through education

Conclusions of the survey on “European Counter-Radicalisation and De-radicalisation: A Comparative Evaluation of Approaches in the Netherlands, Sweden, Denmark and Germany” (organised with the financial support of the European Commission in the framework of the Prevention of and Fight against Crime Programme of the European Union) will be presented and discussed.  The participants will look into the current challenges, examples of good practice and ideas for future cooperation activities related to prevention of radicalisation of democratic societies through education.
