The Work Programme of the CDDECS includes several activities under each main heading. A part of the tasks is related to the on-going work prepared by the subordinate bodies of the CDDECS, a part is the work to be done by the CDDECS (for some issues an ad hoc working group within the CDDECS and/or consultant can be used).

The Work Programme of the CDDECS includes thematic collections of recommendations, opinions and findings given to all member States (MS) by the relevant monitoring mechanisms of the Council of Europe (CoE).
The secretariat has prepared a draft concept document on the Human Dignity Database, which has the aim, eventually to include all the recommendations, opinions and findings of the relevant independent CoE monitoring bodies. This is to be done by entering of the data as it is, without evaluation or interpretation. The aim is to eventually have an all-encompassing database.
The secretariat has also started the actual data collections on a couple of subjects.

Azerbaijan chairmanship of the CM organised a conference on the implementation of the Strategy and Action Plan for Social Cohesion in member States with the title of “Social cohesion - achievements and challenges in times of crisis”. CDDECS was represented in the conference by its chair and vice-chair.

The Secretariat proposes two Panel Discussions for the 2nd meeting of the CDDECS in November:
Further time relevant topics that fall under the mandate of the CDDECS and that bring something new and innovative to the discussion are needed for 2015.

CDDECS participation is requested in various committees and working groups, most recently to the meeting of the CDCJ plenary on 29-31 October 2014 and the ad hoc working group established by the joint Council of Youth for the preparation of a draft CM recommendation on young people’s access to fundamental rights. Also participation in other CoE bodies. could be useful for the work of the CDDECS.

The CM resolution (2011)24 , Article 13 b states that “no decisions on the substantive issues shall be taken by the Bureau on behalf of the committee. However, in exceptional cases and due to time constraint, the Bureau may have recourse to the tacit approval of all the members of the committee through electronic communication, in order to expedite procedure on decisions requested by the CM”.

The Bureau needs to discuss the working methods and procedures for adoption by the CDDECS of its replies to various requests and full meeting reports and participation in various working groups, events etc. when the deadline falls in between the meetings.
