Civil society, peace and democracy in Ukraine

The Conference of International Non-Governmental Organisations (INGOs) of the Council of Europe, meeting in Strasbourg on 29 January 2015,

is deeply concerned with the recent expansion of the conflict in Ukraine, leading to more deaths and destruction. The Conference calls on Council of Europe member states to increase their efforts for full implementation of the Minsk agreement and a peaceful resolution of the conflict which is a serious breach of peace and of the exercise of human rights.

The task to lead the people towards democracy rests to a large extent on organised civil society. The partnership based on trust between state authorities and organised civil society will contribute significantly to strengthening the latter’s position in Ukraine.

The Conference of INGOs expresses its satisfaction with the results achieved by the Council of Europe in the framework of the Civil Society Component of its Immediate Measures Package for Ukraine implemented between April and December 2014. The Conference commends the effective co-operation between the public authorities and civil society in Ukraine aimed at promoting civil participation in democratic decision-making as well as the co-operation between the Ukrainian stakeholders and the Council of Europe. It congratulates the Ukrainian stakeholders on the adoption in December 2014 of Strategic Priorities for Promoting Civil Participation in Decision-Making in Ukraine.

The Conference of INGOs hopes that this excellent co-operation will continue and stands ready to support the civil society and the authorities of Ukraine in the implementation of the Strategic Priorities, notably in the framework of the Action Plan Ukraine (2015-2017). The Conference offers its assistance, in cooperation with its Ukrainian members, in developing effective mechanisms of citizen-state interaction and in building a culture of participation through awareness-raising and capacity-building. As an important step in this direction, the Conference of INGOs proposes to organise training of trainers on the implementation of the Code of Good Practice for Civil Participation in the Decision-making Process.
