ABRIDGED REPORT

 

 


 

The European Committee for Social Cohesion, Human Dignity and Equality (CDDECS) held its 1st meeting from 3 to 5 June 2014 in Strasbourg (France). The list of participants appears in Appendix I and the Agenda in Appendix II. According to the Agenda items, the CDDECS agreed, in particular, on the following:

 

  1.                Opening of the meeting and adoption of the Agenda

 

Took note of the opening address by Mrs Snežana Samardžić-Marković, Director General of Democracy, who underlined the importance of this new Committee to reinforce the Council of Europe's work in the areas of social cohesion, human dignity and equality;

 

Adopted the Agenda (see Appendix II below) and the order of business as proposed by the Secretariat in document CDDECS(2014)OJA rev. 5. Some delegations expressed reservations on the draft agenda.

 

  1. Election of the Chair and Bureau

 

  1. Elected the following persons to the positions listed below:

 

 

 

 

 

 

  1. Round table I: Guaranteeing equality and equal dignity for all

 

Exchanged views with high level panellists (see List of participants in Appendix I), namely on the effects of austerity on the protection  of human rights, on combatting discrimination, stereotypes and violence, on the ways to effectively ensure dignity, equality and the full enjoyment for all of all - civil, political, social, economic and cultural - human rights, paying special attention to vulnerable persons among women, children, persons with disabilities, the elderly, LGBTI persons and others that might have difficulties in enforcing their fundamental rights and freedoms;

 

Expressed support for the priorities outlined by the Commissioner of Human Rights, namely

 

i) promotion of equality and anti-discrimination bodies and measures in member states, and

ii) assessment of the social impact of austerity and reinforcement of human rights approach in national policies for a transformative equality;


Took note of the need for political leadership for change, the importance of multidisciplinary approaches and research, the need for increased capabilities of equality bodies, the necessity for training and public awareness, increased participation and representation in the public sphere by vulnerable groups;

 

  1. Round table II: Making justice accessible for all

 

Exchanged views with high level panellists and took note of the conclusions by the panel insisting on the universality and indivisibility of human rights and the need for their better implementation; more trust and confidence of citizens, namely from vulnerable groups, in justice and other available redress mechanisms.

  1. CDDECS Work Programme 2014-2015

 

Had a first exchange of views on the Committee’s Work Programme 2014-2015, agreed to develop further the part on social cohesion taking into account the existing social cohesion action plan and the strategy, and decided that:

  1. The Secretariat will send to members a revised version taking into account comments made during the discussion by 16 June
  2. The members will send to the Secretariat amendments in track changes by 30 June
  3. Based on these amendments, the Secretariat will prepare a Work Programme 2014-2015 and send it to members by 15 July for adoption by ad refendum by 5 September.

 

 

  1. Coordinating the functioning of the subordinate bodies:

 

  1. Presentation of activities of the subordinate bodies by Chairs and the Secretariat

 

-Gender Equality Commission (DECS-GEC)

 

Took note of the information provided by the Gender Equality Commission’s chair on the commission’s 2014-2017 strategy’s focus areas, which include combating gender stereotypes and sexism, preventing and combatting violence against women, guaranteeing equal access to justice for women, achieving equal participation for women and men in political decision making and achieving gender mainstreaming in all policies and measures;

 

 

Took note of the information provided by the Secretariat on the progress on the implementation of the Council of Europe strategy for the rights of the child (2012-2015), on the remaining challenges such as austerity’s effect on children, hyper-sexualisation and child poverty exclusion and on the actions suggested, namely child friendly services, child participation, empowerment, protection, anti-violence measures, transversality and open consultation and of the information on the process of preparing the next CoE strategy;

 

 

Thanked the representative of the previous committee on the rights of people with disabilities for the information provided in the light of the Council of Europe Disability Action Plan 2006-2015 (Rec(2006)5), and supported the ongoing work on the assessment of the implementation of the current Disability Action Plan and preparation to drafting a next action frame for 2016-2020 for the protection of persons with disabilities;

  1. Membership of the DECS-GEC (Gender Equality Commission) and representatives of member states whose travel and subsistence expenses will be borne by the Council of Europe

 

In accordance with the terms of reference of the DECS-GEC, the 47 member States of the Council of Europe are full members of the DECS-GEC. However, only 16 representatives of member States have their travel and subsistence expenses reimbursed by the Council of Europe.

 

Based on the proposal made by the GEC, decided by vote (13 votes to 12), that the next 16 representatives whose travel and subsistence expenses are to be borne by the Council of Europe in 2015[*] are those from Andorra, Azerbaijan, Bulgaria, Cyprus, Estonia, Luxembourg, Republic of Moldova, Monaco, Norway, “the former Yugoslav Republic of Macedonia”, San Marino, Serbia, Slovak Republic, Spain, Sweden, and the United Kingdom. Took note of the proposal by the Austrian delegation to consider the possibility to reimburse the expenses of all 47 members during following mandate.

 

  1. Committee of Experts on the Council of Europe strategy for the rights of the child (DECS-ENF)

Decided that after nomination of one or two candidates by member states, the Bureau will select the 16 representatives whose travel and subsistence expenses are to be borne by the Council of Europe until the end of 2015. The first meeting of the DECS-ENF will be held 12-14 November 2014.

 

  1. Recent developments in member states

 

Thanked the government of Azerbaijan for its invitation to hold a conference in Baku on 10 and 11 September 2014, under the aegis of the Azerbaijani Chairmanship of the Committee of Ministers, with a view to taking stock of national policies towards social cohesion and actions taken by the Secretariat as whole, in the light of the New Strategy and Action Plan for Social Cohesion as adopted by the Committee of Ministers in 2010;

 

Asked its Chair and Vice-chair to represent the Committee at the occasion of this event;

 

  1. Issues relating to the work of the CDDECS

 

Agreed that comments from member states on the Parliamentary Assembly Recommendation 2044 (2014) “Ending child poverty in Europe” and draft Recommendation CM/Rec(2013) of the Committee of Ministers on intercultural integration should be submitted to the Secretariat before 20 June 2014;

 

  1. Preparation of forthcoming meetings

 

Decided that its 2nd meeting will be held on  18-20 November 2014 in Strasbourg;

The European Committee for Social Cohesion, Human Dignity and Equality is responsible for overseeing the Council of Europe’s intergovernmental work in the areas mentioned in its title. It will contribute to the protection of human dignity, equality and equal opportunities for all, and the prevention and combating violence and discrimination on any ground, in order to create societies that do not generate exclusion.

The election of the Chair and the Bureau will take place on 3 June in the afternoon.

The exchanges under this Round Table will focus on promoting measures to guarantee equality and equal dignity for all and to change the mind-set in society in order to ensure full respect for equality in law and in practice. Gender equality, rights of peoples with disabilities, minorities, as well as LGBT persons will in particular be discussed.

 

The purpose of the debate will be to identify, within the scope of the Committee’s terms of reference, key topics of relevance to member States that will form the core of its work in 2014-2015.
