INTERNATIONAL SEMINAR ON MAINSTREAMING GENDER IN THE NATIONAL ROMA STRATEGIES AND ACTION PLANS

This seminar is co-organized by the Phenjalipe Informal Network of Romani Women, the Ukrainian Government and the Council of Europe, with the financial voluntary contribution of the Finnish Government
The seminar aims to discuss the importance and practical ways towards mainstreaming gender into national strategies for Roma integration. More specifically, it will look into different strategies and processes of mainstreaming gender and will try to identify some of the most effective models for mainstreaming gender into existing national Roma integration strategies. In addition, the seminar intends to provide practical assistance to interested participants and Council of Europe member States to revise their existing Roma strategies from a gender mainstreaming perspective, and thus putting at their disposal an advisory expert group to be established in the context of this seminar. 
The report of the seminar will be shared with all the participants and it will be also presented during the 9th Plenary Meeting of the CoE Ad-Hoc Committee of Experts on Roma Issues (CAHROM) in spring 2015 by the Gender Equality Rapporteur, present at the seminar in Kyiv.
The seminar is part of the implementation process of the Strategy for the Advancement of Romani Women and Girls, 2014-2010 that will be reviewed at the 5th International Conference of Romani women, organized by the Government of “the Former Yugoslav Republic of Macedonia”, Phenjalipe and the Council of Europe, in September 2015, in Skopje.

The session will introduce the importance of gender mainstreaming, particularly of mainstreaming gender into national Roma policies. In addition, it will take stock of efforts and initiatives at European level to support the advancement of Romani women and girls both in policy and practice.

This session intends to provide an insight into country-based examples of attempting to mainstream gender into national policies, including into Roma policies. This will allow participants to understand the challenges and policy choices in mainstreaming gender by governments that they can further use in the workshop discussions.

Workshop 1:        Methods and tools for gender mainstreaming

The workshop intends to discuss the broad range of tools needed for the development of policies as well as those used in the policy process itself. Thus, it will discuss about tools for policy development, implementation, monitoring, impact assessment, gender budgeting, etc. It will look at the need for statistics disaggregated both by gender and ethnicity and research, and research tools, awareness raising, capacity building and training, seminars, conferences, network building, website, databases, policy and legislative analysis, human and other resource analysis etc.

Workshop 2         Methods and tools for gender mainstreaming

The session will look at the processes employed in developing national strategies for Roma from a gender perspective. It will discuss the gender tools used and mechanisms involved in introducing a gender perspective in Roma strategies at national level. It will draw conclusions on the shortcomings of current Roma strategies and action plans in mainstreaming gender effectively and propose practical suggestions for the revision of the Roma strategies accordingly.

Workshop 1:        How to developan effective gender mainstreaming approach to the Roma national strategies and action plans

This session will develop on the discussions and conclusions of the previous day. After having discussed a) what is gender mainstreaming both as a process and strategy/action b)  what are the general tools for gender mainstreaming as well as what tools have been used so far at national level in mainstreaming gender in Roma strategies, the session will aim on the one hand to design a model action plan/strategy for effectively mainstreaming gender in the present Roma strategies while on the other hand will discuss how  to create the political/technical process needed for mainstreaming gender in Roma strategies in practice. This may include the creation of a working group on gender mainstreaming, which can act as an informal advisory mechanism to the national governments.

Workshop 2:        How to support the development and implementation of programmes on Romani women and girls’ education, employment, health, social protection, housing, violence against women  etc.

This session will discuss ways to support the implementation of programmes and projects and national and local level benefiting Romani women and girls in various areas of their lives. It aims to create impact beyond the action plans and strategies for Roma.
