BUREAU MEETING REPORT

 

 

  1. Opening and adoption of the agenda

 

  1.                 The Chair of the CAHROM, Mr. Ian Naysmith (United Kingdom), opened the meeting. The agenda, as adopted, and the list of participants appear in Appendices 1 and 2.

2.Mr Jeroen Schokkenbroek, Special Representative of the Secretary General for Roma issues (SRSG) referred to recent developments at the level of the Council of Europe since the last CAHROM plenary meeting:

 

  1.                 Mr Ján Hero (Slovak Republic) informed participants that he would again discuss the possibility of launching Dosta! with the Slovak authorities. Mr. Nicolae Radiţa (Republic of Moldova) indicated that he would also consult with his authorities.

 

  1.                 The Secretariat said other countries (e.g. Hungary and Sweden) may also be interested in a Dosta! campaign. It was proposed that, at the next CAHROM meeting, member states be invited again to consider launching the Dosta! campaign and include campaign activities in the anti-discrimination chapter of their national strategies for Roma inclusion.

 

  1. Debriefing and follow-up of the 4th CAHROM meeting in Strasbourg

 

  1.                 The SRSG informed the Bureau that the GR-SOC recommended at its 15 January 2013 meeting that the Committee of Ministers take note of the Abridged Report of the 4th CAHROM meeting and the two thematic reports without further debate at their 30 January 2013 meeting.

 

  1.                 The SRSG informed the Bureau about a suggestion from the CM Secretariat to discontinue the practice of submitting the thematic reports to the CM and to post them online instead. The Bureau members said that they would prefer to continue submitting the thematic reports to be noted by the CM as they are an important part of the Committee’s work. It was agreed that the CAHROM Secretariat would, from now on, reduce the length of thematic reports to a maximum of 25 pages and prepare them in the same format as that used by the CM Secretariat. in order to save time and reduce bureaucratic burdens.

 

  1.                 As regards the organisation of the next CAHROM meeting (Strasbourg, 14-16 May 2013), it was agreed that prior to the meeting the Secretariat will explain again to CAHROM participants where to find working documents for the meeting (CAHROM restricted website) and those documents already adopted (CAHROM public website). CAHROM participants will be reminded to print all working documents posted on the restricted website (not just documents with a CAHROM reference) and to bring them to the meeting, since all CoE Committees need to limit printing costs. The Secretariat will alert CAHROM participants when any new documents are posted online.

 

  1.                 The Bureau agreed that at the end of each agenda item, the Chair should sum up the discussion, including any decisions adopted or proposals made. This would facilitate the drafting of a list of decisions (about one page long) that will be translated and adopted as an abridged report by the Committee before the end of each Committee meeting.

 

  1.                 On the basis of this abridged report (list of decisions) the Secretariat will draft a more detailed report reflecting discussions. This report, limited to a maximum of 7-8 pages, will be drafted by the Secretariat during the fortnight following the plenary meeting so that it can be adopted in due time for GR-SOC meetings.

 

  1.                 The Bureau members agreed to send their written comments to the draft (full) meeting report of the 4th CAHROM meeting by the end of 22 January 2013. The report, containing appendices and links to relevant documents or websites, will then be posted on the CAHROM public website in both official languages. Due to its size, following the inclusion of appendices, the report will not be circulated to CAHROM participants by email.

 

  1. Thematic work of the CAHROM: size and composition of thematic working groups

 

  1.             The CAHROM Secretary informed the Bureau about preparations for the organisation of the visit of a thematic group of experts to Belgium on issues related to nomadic Roma/Travellers.

 

  1.             This thematic group will include CAHROM members from Belgium, France and United Kingdom, as well as two experts designated by Switzerland (Vaud Canton). The group of experts should decide in the coming days between various suggested dates[1]. The working language of this thematic group will be French. Interpretation to and from Dutch will be provided, if necessary, by  the Belgian organisers.

 

  1.             The agenda of the visit will include a meeting at the Ministry of Internal Affairs and Equal Opportunities in Brussels with representatives of various institutions (Office of Mrs Maggie Block responsible for migration and social integration and national contact point for the EU strategy on Roma inclusion, Officers of the three regions - Brussels, Flanders and Wallonia - including those responsible for education issues, and the Centre for Equal Opportunities). This meeting will include presentations on the situation in Belgium and from partner country experts. This meeting will be followed in the afternoon by meetings with the Director of the European Roma Rights Office (ERIO) and with the newly created consultative Council of the Roma, Sinti and Travellers. During the second day, field visits to Wallonia (Charleroi) and Flanders (Ghent) will be organised. Meetings with associations and local authorities will take place at halting sites. A debriefing meeting between the experts of the thematic group will be held in the morning of the third day.

 

  1.             As agreed at the last CAHROM meeting, the main focus of the thematic report will be on halting sites (provision of sites and infrastructure, dealing with unauthorised sites, recognition of caravans as a home, relations between travelling communities and the settled population, etc.). The countries involved would also consider including other issues such as access to health, education and other services.

 

  1.             The CAHROM Secretary informed the Bureau about the results of the consultation held with CAHROM members who had expressed interest in a thematic visit on housing at the last CAHROM plenary meeting. The results of this consultation are as follows:

  1.             The Secretariat also informed the Bureau that Hungary is conducting internal consultations with a view to preparing a list of topics for which they could be either a requesting or a partner country. Hungary said they could be a partner country in education and housing areas.

 

  1.             As regards other themes mentioned at the last CAHROM plenary meeting, the Bureau asked the Secretariat to consult with the Secretariat of the European Charter for Regional or Minority Languages to check if they could organise an information seminar on the Romani language in Croatia, where Germany and the Slovak Republic could be invited to share their experience (instead of having a CAHROM thematic visit on this topic). The Bureau also suggested that the proposed exchange of experience in the field of mediation (e.g. between Portugal and Serbia) could possibly be organised under the ROMED programme.

 

  1.             More generally, the Bureau agreed to encourage member states that have not so far participated in thematic groups to do so in the future.

 

  1.             As regards forward planning for 2013, the following deadlines were agreed:

 

 

V.Draft agenda of the 5th CAHROM meeting in Strasbourg, 14-16 may 2013

 

  1.             The CAHROM Secretary presented a draft agenda for the 5th CAHROM meeting, based on decisions adopted in the abridged meeting report and any other recent proposals received by the Secretariat or the Bureau. The revised draft agenda, as adopted by the Bureau, appears in Appendix 3.

 

  1.             The Bureau noted that the CAHROM’s current Terms of Reference expire at the end of 2013 and tasked the Secretariat to prepare draft revised Terms of Reference for the period after 31 December 2013. The draft should take into account the new working methods of the Committee and update the list of observers (CoE Committees and international observers).

 

  1.             As regards the appointment of a CAHROM member who would act as a reference person for the mainstreaming of gender issues within the Committee’s work, the Bureau asked the Secretariat to check with Committee members about their possible interest.
